State & County Resources for Substance Abuse
The difficulty of the last year plus has severely affected the mental health of so many. Unfortunately, a side effect of this has been communities across our state seeing an increase in reports of substance abuse.
In my time in the Legislature, I have prioritized making sure resources are available to help individuals and families who have been struggling with mental health and substance abuse issues.
In the past year the legislature passed a number of provisions in the budget to help address substance abuse issues:
- School linked behavioral health grants were created, expanding upon the school linked mental health grants. This was funded with two federal block grants—$4.25M in total each year.
- Substance use disorder reimbursement was changed dramatically. The core of the changes included a 25% rate increase for residential services and 20% for non-residential.
- The budget appropriated money from the federal substance abuse prevention and treatment block grant towards a variety of purposes. $10.767M went to unspecified “items proposed by DHS.” In total, the state received an extra $20.367M for substance abuse block grants from the American Rescue Plan.

MCLA and Hispanic Outreach of Goodhue County hold a Latino Town Hall in Red Wing
I joined the Minnesota Council on Latino Affairs (MCLA) team in partnership with Hispanic Outreach of Goodhue County facilitated a community listening session in Red Wing with Latino residents and other civic leaders. As part of MCLA’s community engagement during the summer, the purpose of this meeting was to connect with the Red Wing community, talk about MCLA's work, identify needs, and create space for our diverse and active community to engage with the legislative process.
It was great to hear and chat directly with this growing and vibrant community!

DEED Small Business Partnership Grant Program
The Minnesota Department of Employment and Economic Development (DEED) announced the opening of a grant program that provide entrepreneurs and small business with technical assistance services. See note below from DEED with information on how to apply and a FAQ page:
The Department of Employment and Economic Development is releasing applications for the Small Business Partnership Grant Program. We are seeking proposals from non-profits and public entities to provide and facilitate business development assistance and technical assistance services to entrepreneurs and small businesses. Applications open today and are due by 4:00 p.m. on Wednesday, September 15th.
The purpose of this grant is to support the start-up, growth, and success of Minnesota’s entrepreneurs and small business owners through the delivery of high quality free or low cost professional business development and technical assistance services. The successful implementation of these grant funded projects will help facilitate an economic environment that produces job growth and supports the economic success of Minnesota individuals, businesses, and communities by providing opportunities for growth.
Funding will be allocated through a competitive process with a review by a committee of DEED staff and managers and external reviewers. Award decisions will be final and not subject to appeal. If selected, you may only incur eligible expenses when the grant contract agreement is fully executed by the awardee and DEED and the grant has reached its start date, October 2021.
