Penn Avenue Community Works is a collaboration between Hennepin County Public Works, the City of Minneapolis and Metro Transit, to support the Penn Avenue communities’ efforts to realize their vision for transportation access, economic opportunity and improved quality of life.

Call for committee participation

Do you want to help influence and implement the Penn Avenue Community Works project? Applications are being accepted through Monday, August 30 for community advisors to serve on the Project Implementation Committee (PIC). The PIC includes: 

  • Technical and professional staff from Hennepin County, the City of Minneapolis, Metro Transit and other participating agencies; 
  • Appointed representatives from Penn Avenue neighborhood councils; and,
  • Other community representatives with diverse knowledge of the Penn Avenue Corridor. 

"We're looking for community members who are interested in working with others to guide the process of improving Penn Avenue," Commissioner Linda Higgins said. Contact your neighborhood council to be an appointee, or apply to be an at-large representative from another community-based organization. More information on the roles, responsibilities, and requirements of PIC members is available in the application.


Survey crews on Penn Avenue

Starting in July, Hennepin County Transportation staff will begin an infrastructure survey of the Penn Avenue corridor. This physical survey work is being done to get accurate information about the existing features of the street, sidewalks, utilities and topography along the corridor. This information will provide a baseline for the Penn Avenue Community Works project, and will help as we begin to have conversations with the community about what the avenue should look like in the future. From time to time in July through the end of the year, you may notice two to three Hennepin County Transportation staff on Penn Avenue at various locations between I-394 and 49th Avenue North wearing safety vests and taking measurements with specialized equipment. It is possible that survey workers may need access to private front yards adjacent to the right-of-way. They will make all efforts to minimize inconvenience to residents and others walking, biking, or driving down Penn Avenue. If you have any questions about the Penn Avenue Community Works project, please contact Patricia Fitzgerald.


Qualify as certified small business

Hennepin County is committed to ensuring that small businesses, including women and minority-owned businesses, have access to contracting opportunities. In the next few months, the county will be seeking consultant teams for both Penn Avenue Community Works and the Bottineau LRT in land use and transportation planning, engineering, architecture, urban design, economic development, market and financial analysis, community engagement, graphic design, and other closely related fields. Independent, for-profit businesses open for at least one year with greater than 50 percent U.S. citizenship ownership may be eligible for small business certification (SBE-CERT). Interested businesses are encouraged to visit the CERT website or contact Cynthia Weyrens for additional assistance.


Community PopUp Gallery at FLOW

Creative CityMaking

Join artists Ashley Hanson and Wing Young Huie during FLOW Northside Arts crawl for the first of four Creative CityMaking popup galleries displaying photos and voices of the community along Penn Avenue, as part of their collaboration with the City of Minneapolis for Penn Avenue Community Works. The PopUp Gallery includes ping-pong, photo booths, and performance, and is open, Friday, July 26 from 6-9 p.m. and Saturday, July 27 from 1-7 p.m. inside the American Legion Building at 2038 West Broadway.

Hennepin County is hosting an event the evening of Tuesday, August 20 from 6:15-8 p.m. at UROC at 2001 Plymouth Avenue North to explore the future of Penn Avenue and the Bottineau LRT Penn Avenue and Van White station areas. More details will be announced soon.
