Statement on the Future of the Hennepin Healthcare System

Heather Edelson, District 6 Commissioner

August 14th, 2025

Dear District 6 Residents, Neighbors, and Friends,

This week, the Hennepin County Board voted 6–1 to temporarily dissolve the Hennepin Healthcare System (HHS) Board due to a growing financial crisis at our public hospital. I was the only “no” vote, and I want to share why.

Hennepin Healthcare is facing a $50 million deficit, largely driven by rising uncompensated care. In my view, the relationship between the County and the hospital board had broken down, making it difficult to act quickly in support of the hospital’s sustainability.

While I agree that temporary County oversight is needed, I believe we should set a clear goal: stabilize the hospital, then restore an independent, public HHS Board.

The hospital’s current governance model, created in 2004, still holds value. You can read the original Task Force report here.

To provide clarity and accountability, I introduced two amendments:

  • Amendment One: Require a resolution by August 30, 2026, to re-establish the HHS Board.
  • Amendment Two: Require a report by January 13, 2026, with a timeline for reinstating the board.

Both amendments failed (5–2). That was a missed opportunity. Setting clear timelines shows intent, builds trust, and keeps us accountable.

I want to thank the outgoing HHS Board members for their service and dedication. Their leadership has been vital.

Moving forward, the County Board will work with healthcare and financial experts, hospital leadership, and staff to determine a path ahead. Our shared goal must be to preserve Hennepin Healthcare as:

  • A Level I trauma center for all of Minnesota,
  • A teaching hospital training thousands of healthcare professionals, and
  • A safety net for our most vulnerable neighbors.

It is truly an honor to serve District 6. I remain focused on building a stronger, more sustainable governance model to protect the future of Hennepin Healthcare.

Sincerely,
