An electronic invoicing and online payments project is currently in progress for Hennepin County solid waste hauler customers (excludes self-reported solid waste management fees). Electronic invoicing will be mandatory and online payments will be optional; both are anticipated to be available in Q2 of 2025. Watch for more information in early 2025.
State statute requires waste haulers to submit regular reports to the Minnesota Pollution Control Agency (MPCA).
The information must include trash, recycling, and organics quantities from:
- Commercial customers
- Residential customers
- By county of origin
- By destination of the material
Metro area hauler reports are due quarterly: February 1 for Q4, May 1 for Q1, August 1 for Q2, and November 1 for Q3.
Reports are submitted by using ReTRAC Connect. Each hauler has a unique login (email address) and password in ReTRAC.

The Hennepin County Board of Commissioners has adopted the 2024 – 2029 Hennepin County Solid Waste Management Plan (PDF).
With the completion of this plan, the county has concluded a significant effort in solid waste planning that began with the Climate Action Plan in 2021, the creation of the Zero Waste Plan in 2023, a prioritization of the highest impact zero-waste actions in the Plan to Reinvent Hennepin County’s Solid Waste System in early 2024, and the development of the county’s required Solid Waste Management Plan based on the Minnesota Pollution Control Agency’s Metro Policy Plan. These plans were developed with feedback from more than 2,300 participants. Thank you to everyone who gave their time and input to create and improve on these plans.
New investments in zero waste
The county’s waste reduction and recycling staff will now fully focus on implementing the various plans’ actions. With additional investments made in 2024 to expand staff, programming, policy, and infrastructure, the county is:
- Providing resources to cities to increase participation in waste prevention and recycling efforts
- Increasing compliance with existing food waste diversion and recycling requirements
- Expanding collection and drop-off options
- Completing a food waste prevention plan
- Developing a plastics prevention plan
- Launching a new Community Zero Waste Grant program
- Partnering with cities to expand community swaps
- Expanding reuse of construction and demolition materials

Clarification on organics recycling service and everyone pays requirements for customers in HOAs and townhome associations
Per Odinance 13, all Hennepin County cities with populations greater than 10,000 are required to provide residents the opportunity to participate in curbside organics recycling if they choose to. This requirement covers single family through fourplexes and residences where each household has its own collection container for mixed recyclables. Additionally, state law requires that all residents must be charged for organics recycling service in communities where the service is available, regardless of whether they participate or not, ensuring no resident pays more to recycle than those that choose not to.
In cities that offer curbside organics service, if a household is part of a homeowners association (HOA) or a townhome association, and each household in that HOA or townhome association has its own container for the collection of trash and recycling, they must also be charged for organics service and offered a cart if they choose to participate.
Providing a centralized, shared collection container for organics recycling and splitting the cost up amongst the households is NOT in compliance with county and state requirements.
All HOA and townhome association households with their own collection containers for trash and recycling must be charged the same rate for organics recycling service that is charged to households that have their own collection container for organics recycling to ensure no household is charged more to recycle than households that chose not to.

A friendly reminder about truck number decals during the winter season. Drivers can take steps to make dumping easier and faster at HERC or BPTS by making sure their truck numbers are visible to scalehouse staff as they arrive. Numbers that are covered with snow, salt or dirt, which make them unreadable, will cause a delay as additional steps are needed to verify and accurately perform transactions.

Hennepin County Facilities require use of a tarp for all incoming loads with an open top (roll-off boxes, junk haulers, etc.). Tarps must effectively cover the entire load. Torn, shredded or otherwise compromised tarps do not comply with the requirement.
Any violation observed by facility staff will result in an additional fee equal to double the tipping fee for that transaction. If you have any questions, please contact the hauler line at 612-348-7813.
Maximum vehicle speed is 15 mph on all roadways, parking areas, and drive lanes. The speed limit is 5 mph when entering the building, maneuvering on the tipping floor and until exiting the building.
Observed violations will get a safety violation citation. These speed limits are necessary for the safety of drivers, employees and guests. Thank you for cooperation.
Check with the campaign to see if they are collecting for reuse. If your yard sign can’t be reused, drop it off for recycling at four locations November 12-26, 2024
The signs will be brought to Choice Plastics, where they will be turned into pellets and then recycled into new material.
