This was a whirlwind of a year in Hennepin County and in District 7! It is an honor to serve as your County Commissioner as each year is more fun than the last thanks to you and I can't wait to keep going. Check out some of the highlights from 2023:

Broadband Expansion: Since March of 2022, we've completed broadband projects in District 7 that have served 1,602 homes in Minnetrista and Greenfield. Projects that are still in the works will bring broadband to an additional 880 homes in Rogers, Independence and Corcoran. Hennepin County has invested over $600,000 into these projects.

Tackling Homelessness: Finding solutions for people experiencing homelessness can feel like a daunting task, but Hennepin County is putting in the work. Since 2017, the county has helped over 1500 people settle into permanent, stable housing. We're also making very serious strides toward functional zero in veteran homelessness. Unfortunately, the number of families and individuals needing help finding stale housing is on the rise, but we remain committed to helping people directly as well as addressing the systemic issues leading to this increase.

Complete and Green Streets Policy: We are very excited about the 2023 updates to our Complete and Green Streets Policy because it is anticipated to bring transportation project funding to District 7. This year, Hennepin County updated this policy to integrate green infrastructure into roadway projects, focusing on the needs of all users including pedestrians, cyclists, transit users and drivers. These updates will allow us to do more work to improve safety and amenities between reconstructions. This will have a huge benefit to our rapidly growing and changing communities.

Looking Ahead at Transportation Infrastructure Projects: As one part of the county’s approved 2024 - 2028 Transportation Capital Improvement Program (CIP), an investment of over $7 million was approved for 19 partnership projects across Hennepin County. These projects advance the county’s goals and priorities in asset preservation, safety, disparity reduction, and climate action with our partner agencies. Here are some of projects happening in District 7:
City of Champlin: Construction of a roundabout at the French Lake Rd (CSAH 121) and Brookside Trl intersection to improve safety for people walking, rolling and driving.
City of Hanover: Construction of a roundabout at the intersection of 109th Ave (CSAH 19) and Pioneer Trl (CSAH 123) to improve safety for people walking, rolling and driving.
City of Maple Grove: Construction of a new alignment of Maple Grove Pkwy (CSAH 121) from CSAH 81 to Territorial Rd, including multi-use trails as well as safety and mobility improvements at CSAH 81.
City of St. Bonifacius: Drainage improvements on County Rd 92 from TH 7 to Glacier Rd including reconstruction of curb and gutter, stormwater infrastructure and a multi-use trail.

2024 Budget: A primary responsibility of a County Commissioner is to pass a budget for each upcoming year. This year being no different, on December 12th my colleagues and I passed the 2024 Hennepin County budget. The budget process is an incredibly involved five-month process. We hear from county staff, community partners, and most importantly - you. With the information we're given, we make the best decisions we can so the county can continue to serve you. Constituents are always top of mind for me and I believe that our 2024 Budget reflects that. You can see my statement about this budget below.

Hennepin County 2024 Budget Approval
Minneapolis, MN - December 12, 2023 - Hennepin County Commissioner Kevin Anderson voted this afternoon to approve the 2024 budget, an exercise in responsible fiscal management and commitment to community priorities. Recognizing the substantial nature of this budget, Hennepin County is dedicated to being prudent stewards of taxpayer dollars.
“When the 6.5% levy was proposed, I held multiple listening opportunities across my district to hear from constituents about the 2024 proposed budget. In these conversations, I learned that while the increase may feel burdensome, residents want to see more from Hennepin County in their communities. This budget doesn’t single out any specific part of the county, rather it is a budget that seeks to uphold all the residents of Hennepin County. I am glad that our investments in infrastructure improvements, public safety, mental health services and more will be felt broadly across Hennepin County, including in District 7.”
This budget is necessary to sustain essential services previously supported by expiring ARPA funds, especially in housing stability and violence prevention. It addresses rising employee costs, underlining our commitment to attracting and retaining top talent to serve our communities effectively. Significantly, it includes the addition of staff in the public works department, ensuring efficient utilization of state funds allocated for critical infrastructure projects across the county.
With increased funding for mental health services, substance abuse programs, and community living initiatives, we are dedicated to supporting the wellbeing of every resident. Our investment in public health protection, including healthcare interoperability and HIV/AIDS programs, and ensures comprehensive care for all.
The Sheriff’s Office will see enhanced resources for vital divisions, reinforcing our dedication to public safety. Strategic initiatives like suicide prevention and emergency shelter operations reflect our focus on urgent community needs.
Moreover, our Local Affordable Housing Aid signifies a strong step towards resolving housing challenges and fostering economic development. Transportation improvements will enhance safety and accessibility, connecting our communities more efficiently.

Hennepin County Board of Commissioners Approves 2024 Hennepin Healthcare Systems, Inc. Financial Plan
Minneapolis, MN – December 12, 2023 - Hennepin County Commissioner Kevin Anderson voted this afternoon to approve the 2024 Financial Plan for the Hennepin Healthcare System, Inc. (HHS), along with additional measures to ensure the continued provision of high-quality healthcare and the welfare of its staff.
“The Hennepin County Board fulfilled its responsibility per the Minnesota State Statute to approve a 2024 budget for Hennepin Healthcare. This has been an arduous process that has left much to be desired. I would be remiss if I didn’t highlight the decrease in quality healthcare benefits for Hennepin Healthcare employees, and the challenges this will present when it comes to staff recruitment and retention. The board has voted to increase oversight of Hennepin Healthcare so that we can avoid situations like this in the future.”
2024 Hennepin Healthcare System Financial Plan Approval
The Board has approved the 2024 HHS Financial Plan, as proposed by the HHS Board of Directors. This comprehensive plan aims to align resources with our mission, vision, and values, ensuring quality care and access for all Hennepin County residents. The approved budget anticipates significant care provisions, including approximately 126,000 days of hospitalized care and over 840,000 outpatient encounters.
Emphasis on Staff Welfare and Management Accountability
Recognizing the crucial role of HHS staff, the Board has resolved that no layoffs, furloughs, or reductions in force shall occur without prior briefing by the HHS Board Chair or designee in the first quarter of 2024. Additionally, any adjustment to the CEO's salary will require a similar briefing. This decision underscores our commitment to transparency and staff security.
Enhanced Oversight and Accountability Measures
In line with our commitment to prudent management and fiscal responsibility, the Board mandates regular briefings on leadership compensation plans and employee health plans. These measures are designed to ensure that our healthcare system remains responsive to the needs of cost-burdened workers, families, and those with chronic illnesses.
The Board also approves the appointment of four new members to the HHS Board of Directors for three-year terms starting January 2024. This action reflects our ongoing effort to strengthen governance and bring diverse perspectives to the forefront of healthcare management.
Further, the Board has directed the County Administrator to engage an independent financial consultant to ensure effective oversight of HHS’s financial performance. Regular briefings will be conducted to keep the Board informed on significant management decisions and operational updates.

The Hennepin County Board is recruiting volunteers for 30 advisory board positions.
Each fall, the board accepts applications from residents interested in volunteer service positions on advisory boards, commissions, councils and special task forces. Appointees advise commissioners and help set policy on a variety of topics including mental health, economic support and development, workforce and employment opportunities, racial equity, diversity and inclusion, and so much more.
Deadline to apply is December 29. Appointments will be made in the first quarter of 2024.

District 7 has two openings on the Active Transportation Committee and your voice on transportation issues is needed. The Active Transportation Committee (ATC), which advises the county board and staff on promoting and expanding biking, walking, and rolling for safe and convenient transportation and recreation in Hennepin County, has four open seats whose terms begin in 2024.
Each commissioner appoints two representatives to represent their district for a three-year term. This year, the representatives for Districts 5 and 7 are up for nomination.
You don’t need to be an expert in all things biking, walking, and rolling, but you must:
- Live in the district for which you are applying to represent (check here for your district)
- Be interested in promoting biking, walking, and rolling
- Make a commitment to attend and participate in monthly meetings (currently 4 to 6 p.m. every third Monday)

With holiday gathering season upon us, Hennepin County is launching a new campaign to encourage older adults to “get your health boost” with this year’s updated flu and COVID vaccines.
The campaign emphasizes that by getting the flu and COVID-19 vaccines, older adults can renew their body’s defenses and lower their risks of getting sick.
Both the flu (influenza) and COVID-19 are serious threats to the health of older adults. National data shows that people ages 65 and older have the highest rates of hospitalization and death for both flu and COVID. Flu and COVID-19 vaccines have been shown to significantly reduce severe illness, hospitalization and deaths.
“While over 95% of older adults in Hennepin County were eager to get the original COVID vaccine, we have not seen similar interest in the updated vaccines,” says Susan Palchick, Hennepin County Public Health director. “This concerns us because immunity decreases over time, while the viruses continue to change. That’s why it’s important for everyone, especially older adults, to get the updated flu shot and COVID vaccine this season.”
