Request for proposals: Opioid Services

Hennepin County is soliciting proposals for opioid services. Funding for this request for proposals (RFP) comes from Opioid Settlement Funds.

Hennepin County acknowledges that the opioid epidemic is a public health crisis and utilizes disparity reduction with five guiding principles to support opioid spending:

  1. Spend money to save lives
  2. Use evidence to guide spending
  3. Invest in youth prevention
  4. Focus on racial equity
  5. Develop a transparent, inclusive decision-making process

This RFP invites community organizations to apply for funding who will also use these guiding principles to engage in opioid interventions that prevent, respond, and/or treat opioid use disorder for our most disproportionately impacted communities, including American Indian, African American, and unsheltered homeless populations in cities and suburbs throughout Hennepin County. This RFP will provide funds directly to community organizations who represent affected communities with an emphasis on collaboration with other community service providers and county services.

Proposal timeline

How to submit a proposal

  • RFP materials are posted in the Hennepin County Supplier Portal. Select Contracting Opportunities, and look for the RFP titled “Opioid Services". 
  • Providers will submit proposals via the Hennepin County Supplier Portal. Providers who do not already have a Supplier Portal account first need to register with the Supplier Portal in order to submit their application.
