Special NOFO and regular NOFO updates 

The US Department of Housing and Urban Development (HUD) has recently released two Notice of Funding Opportunities (NOFO).  The Special Notice of Funding Opportunity (NOFO) to Address Unsheltered and Rural Homelessness, which is a new opportunity this year and the regular Notice of Funding Opportunity (NOFO) for FY 2022 CoC Competition, which happens annually.

Overview of the Special NOFO to address unsheltered homelessness

On June 22, 2022, The US Department of Housing and Urban Development (HUD) released the 2022 Continuum of Care (CoC) Supplemental Notice of Funding Opportunity (Special NOFO) to address unsheltered and rural homelessness.

Hennepin County CoC is now accepting pre-applications for the Special NOFO to address unsheltered homelessness.  All interested applicants must complete and send the pre-application and budget forms to Laura DeRosier (laura.derosier@hennepin.us), by August 23, 2022.

Increase funding for HMIS support

Due to this opportunity requiring additional HMIS capacity for some projects, the Institute for Community Alliance (ICA) has put together a 1 page document to help applicants add more HMIS funds in their application if needed: Expand your HMIS: Budget estimates for special NOFO (PDF).

Regular FY22 CoC Notice of Funding Competition Overview: 

HUD released the FY22 Notice of Funding Opportunity (NOFO) Competition on August 1, 2022. For this process Hennepin County applies for federal funding on behalf of our partner nonprofits,  and then HUD contracts directly with local partners to help people find and stay in housing. The timeline is very tight this year. See below the due dates for this competition for renewal and new projects.   

Tentative timeline for the CoC NOFO

  • August 9th - FY2022 NOFO Overview meeting 3 - 4 P.M. via Microsoft teams
  • August 15th - New and Renewal Project Applicants notified of inclusion, rejection, reduction – preliminary Priority List (rank order) posted
  • August 19th - Any appeals to CoC Coordinator (see 2022 Ranking Policies/Procedures posted on CoC website for instructions p.8)
  • August 15-26th - Start Project Applications in e-snaps (New and Renewal)
  • August 26th - Draft Project Application to CoC Coordinator for review (do not submit in e-snaps)
  • August 29th - Final Priority List (ranking) posted. Send draft Project Application to CoC for review & feedback prior to submission
  • August 31st - DUE ALL FINAL PROJECT APPLICATIONS (New and Renewal) SUBMIT IN E-SNAPS
  • September 26th - Priority List and Collaborative Application posted on CoC website
