Updates on the Special Notice of Funding Opportunity (NOFO) to address unsheltered homelessness

Hennepin County, in its role as Collaborative Applicant (CA) for the Hennepin Continuum of Care (CoC) has been working to develop Community Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs in response to the recently released Special Notice of Funding Opportunity (NOFO) to address unsheltered homelessness. This includes both the framework for the special NOFO and a chance to build on current unsheltered best practices. See one-page document outlining this opportunity.

Due to a tight timeline, we would like to assure that our CoC is able to keep up to date on the progress over the next few months.

Updates on the Community Planning process

  • June 22nd - present: The framework for the community plan has been developed based on work with the following stakeholders: The Design Team, Unsheltered Steering Committee, MUID, Unsheltered bi-weekly meeting, Healthcare and Housing leaders and collaboratives, street outreach providers, Coordinated Entry System Team, and lessons learned from the AICDC and Near North engagement events from 2021. 
  • July 8th, 2022: Hennepin CoC Overview of the Special NOFO meeting took place.

A draft of the community plan will be sent out to subscribers of this newsletter and posted on the CoC website the week of August 8th

Special NOFO timeline & process

    •  Hennepin CoC Overview of the Special NOFO meeting”, which took place on July 8, 2022.  provided an overview of the special NOFO, developed a preliminary timeline and provided a framework for the NOFO process
    • Hennepin CoC staff & CoC Funding committee will release a project pre-Application to solicit interest to apply for funds through the week of August 8th.  Notice will be sent out to subscribers of this newsletter.  Pre-applications will be due 2 weeks following the release.
    • Once projects have been reviewed by the CoC Funding committee – selected projects will be invited to complete full Project Applications in e-snaps.  From there, CoC staff will review for accuracy (all PA’s must be submitted in eSnaps by September 16, 2022). If you do not have an e-snaps account, we would strongly suggest getting set up in this system ASAP (Contact Laura DeRosier for links to the resources you will need to do this on the HUD Exchange). All projects will be applying through this electronic application system & will eventually be contracting with the US Department of Housing & Urban Development (HUD), not with Hennepin County.
    • Hennepin CoC staff will develop the initial draft of the Collaborative Application (CA), along with the score/rank order accepted projects in the Priority List, post all parts of the CA & Priority List on the website, and send out & posted on the website for review.  Finally, Hennepin CoC staff will submit the entire package to HUD by the NOFO deadline on behalf of Hennepin CoC (October 20, 2022).
    • All communication from both the NOFO timeline & process, as well as the development of the Community Plan will be sent to subscribers of this newsletter, so please make sure you have subscribed to receive updated information.  We will also keep the Hennepin CoC website (Special NOFO drawer) up to date with iterations of our plan.
