As we encounter the two-year anniversary of the COVID outbreak, things are starting to return to a new normal within the county. Masks are no longer required in county facilities, staff are preparing for the new hybrid return to work model, and you will start seeing more in person events as we enter into a different phase of the pandemic. While these changes are a welcome move for some, we must first acknowledge the sacrifices that many made over the last two years to get us to this point; frontline workers, public health staff and healthcare heroes. Thank you for all that you have done and continue to do to keep our community moving forward and safe.
Mask Requirement Change in County Buildings
On Monday, March 7th, County Administrator David Hough changed the policy for visitors and employees to county buildings that lifted the mask requirement for these spaces. Employees and visitors can continue wearing masks if they choose, based on their personal circumstances and the expectation is that county staff will respect each individual’s choice whether to wear a mask.
Building Reopening Being Planned
Starting Monday, April 11, many county buildings will begin to reopen to staff and residents for use. This will be an incremental approach and all we expect that all buildings will be open by Wednesday, June 1. More information will be shared, so please connect with staff if you plan on visiting a building on-site to ensure that it will be open that day.
With all these changes, expect to see Hennepin County staff at more events over the summer as they make a return to programing. If you are hosting an event and would like a representative from the county to attend, please connect with our office and we can put you in touch with the correct people.
Applications now being accepted for the Community Engagement Roster Program
Hennepin County is encouraging local organizations to apply for a new Community Engagement Roster Program.
Organizations will join a roster for possible community engagement contract opportunities. Examples of services will include community storytelling, engagement planning, event planning, facilitation and much more.
Benefits of participating
We heard from community organizations who have had barriers to contracting with us and incorporated that feedback into the new process.

- Go through an easier, faster process
- Spend less time negotiating legal terms
- Have reduced contract requirements, like lower insurance limits

This spring, taxpayers have or will be receiving property valuation notices in the mail and may see a noticeable increase in property value. The real estate market influences the assessed value of all types of property, and the county determines a value for each property by analyzing sales and market conditions. Hennepin County also documents the condition of each property and any improvements made, which affect that property’s assessed value.
Residential property prices are increasing at a historically high rate due to low bank rates, low supply and high demand. Commercial, industrial and apartment property prices are affected by a more complex set of factors than residential property. If you disagree with the assessed value or classification of your property, you can appeal it. The 2022 valuation notice includes detail about the appeal process. Hennepin County Library reopened the St. Bonifacius location on March 15. The library will offer open hours on Tuesdays (noon-8 p.m.), Wednesdays (noon-8 p.m.), and Thursdays (9 a.m.-5 p.m.). Our office was on hand to help welcome back this great community resource. Thank you to all who contacted our office over the last few months asking us to work to restore this this facility; we are glad to see this happen and for it to continue serve the residents of St. Bonifacius and nearby communities.

With spring nearly here, county transportation crews are preparing for this year’s construction and maintenance activities. To help residents like you get a big picture view of work on county roads for 2022, we offer an online map of transportation activities.
This interactive resource allows people to zoom in on a district level, narrow down to a specific type of construction or maintenance activity and click on a project to learn more. As a reminder, this is a map of the work we expect to complete this year. Issues like weather and emergency needs may have an impact on actual projects completed and timing of work.

This month my team and I had the privilege of visiting the Upper Post Flats development at Fort Snelling which will be redeveloping the former buildings on the site into affordable apartment homes with a preference for active and retired service members and their families. This project will include units ranging in size from studios to five bedrooms and will have units available with affordability up to 60% area median income (AMI). The first phase is set to open Fall 2022 and we are looking forward to our local military families having an amazing new property to come home to.
