County Road 152 in Minneapolis
On Monday, April 4, Hennepin County will return to the Webber 44 reconstruction project in North Minneapolis for its final year of work.
Begun in 2021, this project will stretches almost 1.5 miles and includes improvements to roadways, sidewalks, lighting and parking, and access to local businesses and destinations.
Last year, we reconstructed 44th Avenue (County Road 152) between Penn Avenue (County Road 2) and Fremont Avenue.
This year, you will see crews onsite to work on D-line transit stations on 44th Avenue and reconstruction work on 45th Avenue, Webber Parkway (County Road 152) and Lyndale Avenue (County Road 152).
2022 construction schedule
You can expect some work along the segment of 44th Avenue completed last year, as Metro Transit crews continue their work on the new METRO D-Line arterial bus rapid transit (BRT) stations between Penn and Oliver avenues and Girard and Fremont avenues.
You will see county construction activities on the following segments of the Webber 44 corridor:
- 45th Avenue between Memorial Parkway and west of Shingle Creek Parkway
- Webber Parkway (County Road 152) between 44th and Lyndale avenues
- Triangle intersection connecting 44th Avenue, 45th Avenue and Webber Parkway
- Lyndale Avenue (County Road 152) between Webber Parkway and south of 41st Avenue

To complete this project and limit impacts to nearby residents and businesses, we construct in stages.
Early spring: 45th Avenue, Webber Parkway and intersection work begins
Crews will start work first on 45th Avenue, Webber Parkway, and the triangle intersection. We expect to complete construction on 45th Avenue and the intersection by summer, followed by Webber Parkway in the fall.
Later spring: Lyndale Avenue work begins
Later in spring, crews will begin work on Lyndale Avenue. We expect this work to be complete by fall. We will send out more detailed information about the timing of this work as we have updates to share.
Access and impacts
45th Avenue and Webber Parkway closures start April 4
We will close 45th Avenue and Webber Parkway starting Monday, April 4. Closing the road will allow our crews to get the work done safely and efficiently.
When construction begins on Lyndale Avenue later in spring, crews will maintain a lane in each direction throughout construction so you will continue to have access.
Getting around the closures
Detour and access routes for 45th Avenue and Webber Parkway will vary depending on the mode of travel. The route and recommended travel are listed and a map is provided below.
For people driving and biking
- 42nd Avenue
- Fremont Avenue
- 44th Avenue
- Humboldt Avenue (County Road 57)
- Shingle Creek Parkway
Using the signed detour will keep you from experiencing additional delays and getting frustrated. It will also help local streets stay safe for the individuals and families who live and play in the area.
For people walking and rolling
We will maintain sidewalks access open for people walking and rolling.
You can expect the roadway surfaces -- including at crossing locations -- to be gravel as crews remove the existing pavement, and there may be other challenges when crossing at intersections.
For people using transit
Metro Transit routes 5, 22 and 721 will remain on their current routes, but there could be some minor changes to stops during construction. To stay up to date, go to Metro Transit's rider alerts webpage at www.metrotransit.org/rider-alerts or call 612-373-3333.

Maintaining local access and parking restrictions
During construction, we will maintain access for people who live along the project area, visit local businesses and destinations such as Webber Park, Webber Community Center, and use the Grand Rounds Trail.
You can expect temporary paths -- paved or gravel -- for people driving, biking, walking and rolling to access these destinations. We will have signs to guide people around.
There will be no parking on Webber Parkway where construction is happening. Parking at the Webber Community Center and near the Webber Park pool will remain open.
If you are traveling around the area, please remember to allow for extra time, check signs regarding parking and drive safely around crews.
About this project
Hennepin County, in coordination with the City of Minneapolis and Metro Transit, is updating infrastructure, like the roadway, sidewalks, trails, curbs and gutters and underground utilities, along segments of 44th Avenue, Webber Parkway, Lyndale Avenue, Humboldt Avenue and 45th Avenue.
Many of these segments make up County Road 152, which travels through North Minneapolis and connects to downtown Minneapolis and becomes Washington Avenue.
We will also improve how this road functions for all modes of travel:

For people walking and rolling -- we are adding bump-outs and Americans with Disabilities Act (ADA) compliant ramps at intersections. Throughout the corridor, there will be accessible pedestrian signals (APS), durable crosswalk markings, and countdown timers at intersections with traffic signals. The project also creates a green boulevard with trees and pedestrian-level lighting between the road and sidewalk.

For people biking -- we are adding bike-only areas along Lyndale and Humboldt avenues. The Lyndale lanes will connect Webber Park with existing routes east of the corridor.

For people riding transit -- we have prepared 44th Avenue for Metro Transit's enhanced bus shelters for METRO D Line BRT service.
