Hennepin County is seeking applications for the Gun Violence Prevention initiative. Funded by the American Rescue Plan Act (ARP) through the Local Fiscal Recovery Fund, this opportunity will provide funding for interventions and capacity building initiatives to reduce and respond to increased violence due to the pandemic within Hennepin County communities, including communities that were disproportionately impacted by the COVID-19 public health emergency.
Background
Between 2019 and 2020 Hennepin County saw a 28% increase in the number of crimes that involved guns. Black and African American residents of Hennepin County are disproportionately impacted by gun violence, with firearm-related deaths rates that are more than twice that of white residents.
From 2019 to 2020, Hennepin County had a 61% increase in homicide cases, from 67 cases in 2019 to 108 cases in 2020. Year to date in 2021, 50 homicides have been reported in Minneapolis and countywide we are on track to meet or surpass 2020 homicides.
Eligible services
This opportunity will provide financial support for interventions and community capacity building initiatives to prevent, reduce, or mitigate gun violence in Hennepin County. Hennepin County is committed to using a holistic approach to reduce gun violence that identifies drivers of the violence, addresses risk and protective factors, adopts evidence based policies and programs, and ensures adoption of effective strategies that improve outcomes for communities impacted by gun violence.
Potential interventions or capacity building initiatives may fall into any of these categories:
- Violence interruption services (street outreach; youth violence interruption)
- Neighborhood revitalization and environmental design initiatives (graffiti cleanup; community gardens; murals or public art)
- Programming for youth (recreation, arts, education, mentoring)
- Services and restorative practices for youth and adults experiencing trauma
Who should submit an application?
- Community organizations, nonprofits, Mutual Assistance Associations, faith-based organizations, educational institutions, and neighborhood groups
- Organizations uniquely situated to serve communities that have been disproportionately impacted by the pandemic, as well as Black and African American communities that are disproportionately impacted by gun violence

How to submit an application
RFA materials are posted in the Hennepin County Supplier Portal. Look for the RFA titled “Gun Violence Prevention - American Recovery Plan."
Providers will submit applications via the Hennepin County Supplier Portal. Providers who do not already have a Supplier Portal account first need to register with the Supplier Portal in order to submit their application.
