Civil Unrest Disaster Relief

Overview

Local option disaster abatements/credits are available for both homestead and non-homestead property and are granted at the county’s discretion. For disaster relief to be provided the property must be 50% or more destroyed along with one of the following three events:

  1. the assessor certifies it is once again occupied; or
  2. the end of the calendar year in which the disaster occurred; or
  3. the Executive Council approves the application as a disaster area.

For the parcels impacted by the civil unrest in late May and early June, the City of Minneapolis has submitted application to the Executive Council, and it is expected to be approved at their next meeting (tentatively slated for mid-October). This approval will entitle impacted property owners to the maximum benefit provided in statute along with reimbursement by the State of MN to the taxing jurisdictions for the reduced tax revenues.

If property owners think they are eligible for disaster relief, they should contact the City of Minneapolis Assessor’s Office:

Benefits/Impact of Disaster

There are two types of benefit or reduction that provide disaster relief:

  • Disaster abatement provides relief for the current year/year of the disaster (Taxes Payable in 2020)
  • Disaster credit provides for the year following the disaster (Taxes Payable in 2021)

Generally, in property tax law the term “abatement” refers to a reduction of taxes, penalties, fees already levied, while “credit” refers to a reduction of tax on the tax statement at the time it is levied.

It should also be noted that all properties – regardless of whether they qualified for disaster relief – will be assessed on January 2, 2021 for Taxes Payable 2022.

Abatement processing/October 15 Deadline

Hennepin County will process the abatements within three to four weeks after the State Executive Council approves the City’s application.

Hennepin County does not have the expectation for those impacted owners qualifying for disaster relief to pay their second half taxes (as originally calculated) by October 15. Once the Executive Council has approved the disaster area, the county will recalculate the taxes based upon the reassessed values and issue new tax statements. If there is any remaining second half balance still owing, Hennepin County will provide the payment option for the later of October 15, 2020 or twenty-one days from the date the revised statement is issued to pay any remaining tax due in order to be considered timely. (By the end of September, we will notify the impacted property owners in writing of this policy.)

Any properties that are overpaid after the abatement has been processed will have refunds issued.

Reimbursement

Hennepin County applies to DOR for reimbursement for the abatement by November 30. Parcel specific data is provided for the credit in the spring (2021) via the PRISM data file submission. Reimbursement is provided at the same time as the variety of state aid payments are made: 1) the abatement comes in December; and 2) credit comes in July.

Testing is open to everyone -- symptoms or no symptoms. If you have symptoms or think you've been exposed, you should get tested.

Helpline

The Hennepin County helpline is now open 8 a.m. to 4:30 p.m., Monday through Friday. Call the helpline at 612-348-3000 for support with food, clothes, finance, health, and supplies. Help is available in different languages.

Need help with housing costs?

Housing Assistance

If you’ve lost income due to COVID-19,

emergency financial help is available for housing

costs like rent, mortgage payments, and utilities.

 

You may qualify for help with housing costs if you:

• Live in Hennepin County

• Have current household income at or below 300% of the

Federal Poverty Guideline (about $65,160 for a family of three)

• Lost income due to COVID-19

• Can’t afford housing costs this month or have unpaid rent

and bills from past months

• Are not currently receiving Section 8 or other rental assistance

Development Community Meeting (Virtual) – Lowa Phase II

Join the Longfellow Community Council for a virtual community meeting with Oppidan Investment Company, to discuss their plans for the development of a multi-family residential building located at 3939 E 46th Street, south of the existing Cub Foods mixed-use building.
The meeting will feature a presentation, Q & A and community vote, which will be conducted through an online survey. The vote will determine whether LCC provides a letter of support, conditional support or non-support to the City Planning Commission regarding the developers land use requests listed below.

The next step in the ongoing Let’s Get Uncomfortable series, Level 1.5 dives deeper into exploring racism and being anti-racist. Having attended a previous “Let’s Get Uncomfortable” session is not required to sign up, but attendees should be prepared to talk openly about their own past shortcomings on race, reflect on the ways they benefit from a white-centered society, and what sacrifices or changes they are willing to make to address these issues.
