Hennepin County facility planning for COVID-19

Hennepin County continues to closely monitor the coronavirus disease 2019 (COVID-19) outbreak. Please know that we are reviewing and refining our continuation of operation plans to ensure we are able to maintain the county’s most essential functions, which include operations of the HERC and Brooklyn Park Transfer Station.

As of March 17, Hennepin County is closing our household hazardous waste drop-off facilities operations at Brooklyn Park and Bloomington until further notice. Residents are encouraged to safely store their household hazardous waste in a dry place with moderate temperatures until we are able accept items again. Batteries should be placed in individual plastic bags or place clear tape on both the positive and negative terminals of batteries to prevent fires.

In the event that our solid waste facilities are not able to operate regular hours, we will send an email, update our website--www.hennepin.us/haulers--and the message on the hauler hotline at 612-348-7813.

One important step to prepare for disruptions is to have backup staff for key functions in place. Please share the county’s hotline and email information with your backup staff. If you would like to add to additional names to our email list for important hauler updates, please send an email to haulers@hennepin.us.

Hauler fees in 2020

Tipping fees increased on January 1, 2020. The new contract tipping fee is $63/ton. Our gate rate remains at $85/ton.

The solid waste management fees increased on April 1, 2019. The rates are 15.5% for residential customers and 21.5% for non-residential customer. A fillable form can be found at www.hennepin.us/business/recycling-hazardous-waste/solid-waste-hauler.

Tipping floor traffic director at HERC

There is now a dedicated tipping floor traffic director at HERC, working with the loader operator to ensure safe and efficient dumping. The traffic director will direct truck traffic to the dumping bays. The traffic director will also document and assess special fees on unacceptable items in your load.

Roll-off drop and switch activity in the designated lane along the east wall of the tipping building is now managed by the traffic director.

Please follow the instructions of the traffic director and you will get in and out safely and timely.

Regional hauler licensing this spring

Your regional hauler license is good for a two-year term, and the current term expires June 30, 2020. You will soon receive via U.S. mail a license application from your base county for the 2020 – 2022 term. Please remember to mail or email your completed application no later than April 30 to avoid late penalties. BPTS traffic control light and tipping floor entrance door (Door 4) changes

BPTS Door 4 light

To enhance safety, a traffic control light and sign stating “Enter on Green Only” has been added to Door 4 that enters to the tipping floor at BPTS.  If a situation warrants limiting traffic on the tipping floor, then the light will be changed from green to red and the door will not open to the tipping floor.  The driver should wait until the light changes to green and then approach the entrance door to gain access to the tipping area.

Updates on Hennepin County's recycling ordinance

Haulers must ensure dumpsters and compactors have proper signage

Signs should:

  • Be visible from all points of access for the user
  • State the type of waste to be placed in the dumpster
  • Show images of acceptable materials for recycling and organics recycling for composting
  • Be color-coded to differentiate the material collected:
    • Blue for recycling
    • Green for organics recycling
    • Red, gray or black for trash
  • Include standardized and relevant terminology
  • Include preparation instructions where applicable
  • Be replaced if damaged, faded, illegible or when images or text on the label conflict with materials accepted in recycling, industrial composting, or food-to-animal collection

Size requirements:

  • 8 ½ inches by 11 inches and include waste type in letters at least one inch high for barrels or carts
  • 11 inches by 17 inches and include waste type in letters at least one inch high for dumpsters up to four yards in volume
  • 18 inches by 24 inches and include waste type in letters at least two inches high for dumpsters and compactors larger than four yards in volume

Parts of the revised recycling ordinance have taken effect as of January 1, 2020

Businesses generating large amounts of food such as restaurants, hotels, grocery stores, and residential care facilities must recycle food waste by industrial composting or food-to-animal service as of January 1, 2020. Summary of requirements at www.hennepin.us/businessorganics.

Apartments and condominium associations must have recycling service that is adequate and educates tenants. A summary of requirements can be found at www.hennepin.us/apartmentsrecycle

Revising the county's recycling ordinance

Hennepin County revised its recycling ordinance on November 27, 2018, to include new recycling requirements. Revisions include requiring some businesses to participate in food waste recycling, requiring cities to offer organics recycling service to residents, and adding requirements to improve conventional recycling at businesses and multifamily properties.

How this ordinance affects haulers:

  • Cities will have the option to make residential curbside organics recycling service available by contracting for service or by implementing a hauler requirement. If the city opts to require haulers to provide the service, haulers will be required to submit a service plan to the city and provide service to residents upon request.
  • Dumpster and cart labeling requirements for multifamily and commercial properties. Contact businessrecycling@hennepin.us for free labels (with a limit five total per customer) and factsheets to distribute to customers.
  • Requirement that multifamily and commercial properties have adequate service for the amount of material collected onsite for recycling.
