 Hennepin County is considering changes to Ordinance 13. This ordinance was adopted in 1986 to create residential curbside recycling programs. Since then, recycling has expanded to serve residents everywhere, such as at work, school and public spaces, and new programs have been created to capture organic waste. The county board will consider and vote on the changes at the November 27, 2018 meeting.

Key provisions being considered include:
- Requirements for businesses that generate large quantities of food waste to implement food recycling by 2020.
- Requirements for cities to offer curbside organics recycling service to residents by 2022.
- Updates to the multifamily recycling requirements to add service level standards and education and labeling requirements.
- Requirements for businesses to meet the state recycling requirements, service level standards, and labeling requirements.
Measures in the draft ordinance revisions that will affect haulers:
- Cities will have the option to make residential curbside organics recycling service available by contracting for service or by implementing a hauler requirement. If the city opts to require haulers to provide the service, haulers will be required to submit a service plan to the city and provide service to residents upon request.
- Dumpster and cart labeling requirements for multifamily and commercial properties.
- Requirement that multifamily and commercial properties have adequate service for the amount of material collected onsite for recycling.

This past June, Hennepin County Ordinance 15 was amended to require that all haulers licensed under the regional hauler licensing program submit a Solid Waste Management Fee Report every month. This means that all haulers with a Hennepin County operating license must complete and submit the Solid Waste Management Fee Report--even if there was no mixed municipal solid waste collection activity in Hennepin County during the reporting month.

 SET/The Mulch Store will continue to offer Christmas tree disposal service to solid waste haulers at the SKB Malcolm Transfer Station in Minneapolis. Arrangements for disposal at other SET/The Mulch Store sites are also available.
Hennepin County is no longer subsidizing the composting of live Christmas trees for solid waste haulers.

SKB Malcolm Transfer Station
SKB Malcolm Transfer Station is open year round and will continue to take Christmas trees anytime during operating hours, Monday through Friday from 7 a.m. to 5 p.m. SET/The Mulch Store fees and guidelines apply.

 Stay 15 feet from the edge of the BPTS pit
A projects a green safety line on the tipping floor that highlights the limit of the safety zone on the BPTS tipping floor. The safety zone is 15 feet from the edge of the pit. All operators, haulers, contractors, inspectors, and guests are to keep a safe distance on the tipping-floor side of this line. Any activity inside of this line requires qualified fall protection.
In keeping with safe work practices, do not stare into the laser light.
The County will be enforcing this requirement for all employers. Individuals failing to abide by these work rules will be put on notice and the infractions reported to their employer. Repeated offenses by an individual hauler/vendor or multiple haulers/vendors within one employer will be taken seriously and action will be taken in consultation with our attorney’s recommendations.
Watch for skid steer on the organics recycling tip floor
Please be aware that as part of our organics recycling efforts, we are now operating a skid steer on the tip floor. This skid steer has an amber flashing beacon and an amber buggywhip antenna for additional visibility. On occasion, there may also be staff inspecting organics for contaminants. Please take note of these activities when they occur and take appropriate driving measures to ensure their safety.
