The Hennepin County Board of Commissioners consists of one commissioner from each of seven districts. I am proud to represent Deephaven, north Eden Prairie, Edina, Excelsior, Greenwood, Hopkins, Long Lake, Minnetonka, Minnetonka Beach, northern Mound, Orono, Shorewood, Spring Park, Tonka Bay, Wayzata and Woodland.

Understanding your property tax
Hennepin County’s Wetland Health Evaluation Program (WHEP) is
looking for volunteers to monitor wetlands in the Brooklyn Park, Brooklyn
Center, Minneapolis, Plymouth, Medina, Corcoran, Bloomington, Eden Prairie, and
Minnetonka areas.
Adult volunteers with an interest in wetlands, bugs and/or
plants are needed -- no science background or previous experience
required. Hennepin County provides all of the training, equipment, and
leadership.
The total time commitment is 15 hours/month throughout
June-September 2016. Partnering cities use the data collected to determine the
health of water resources and assist with natural resource management.
Volunteer applications will be accepted through June 15, 2016.

Elections equipment upgrades move forward
The County Board approved a $4.5 million contract with KNOWiNK Election Software. The plan to replace paper voter rosters with electronic poll books will provide increased consistency and efficiencies and will provide critical communication on Election Day, essential to the managing and processing absentee ballots in a timely manner. Secure, wireless communication will allow Hennepin County to update polling place rosters with the most current absentee ballot status information without interrupting or delaying operations in the polling place.
Grant will expand mobile mental health crisis services
The County Board accepted a grant of nearly $743,000 from the Minnesota Department of Human Services to continue and expand the county’s mobile mental health crisis services for adult and children. The allocation replaces the Children’s Crisis and West Metro Adult Crisis grants, and includes a $340,321 increase over the 2015 allocation. The program will add two full-time equivalent positions to improve coverage and make other improvements to address access, timeliness and cultural competence.
Delta Dental grant will fund new dental clinic at HCMC
A $4.6 million grant will fund the Delta Dental Oral Health Center at HCMC, to be located in the hospital's new $220.8 million clinic and specialty building. The grant will also fund in-clinic dental services for the highly complex patients who receive care in the HCMC Coordinated Care Clinic. The clinic will see and treat the 85 percent of HCMC’s dental patients who are covered by public programs, are uninsured, or qualify as low-income residents. In addition, the clinic will provide enhanced patient-centered care for all patients, especially children and people with special needs. The Delta Dental Oral Health Center at HCMC will increase oral health care access by approximately 60 percent, to reach 27,500 patient visits a year.

Grant will promote lead education, eradication
The board approved three contracts to help create safe and healthy homes as part of Hennepin County’s 2015 Lead Hazard Reduction Grant from the U.S. Department of Housing and Urban Development. These contracts with Sustainable Resources Center and the St. Paul-Ramsey County Department of Public Health will bring about at least 185 hazard reduction projects and at least 200 in-home lead education. More than half of those will take place in Hennepin County.

Fee for solid waste delivered to transfer station, HERC
The board established a fee of $85 per ton for mixed municipal solid waste delivered to the Brooklyn Park Transfer Station and Hennepin Energy Recovery Center by waste haulers who do not have waste delivery agreements with the county. This is an increase from $65 per ton and was established in order to minimize the amount of unexpected waste being delivered to county facilities. The fee covers the county’s cost of transporting and managing excess waste in accordance with state law and requirements of the Minnesota Pollution Control Agency. The county has waste delivery agreements with most, but not all, licensed municipal solid waste haulers for disposing of waste at county facilities. These haulers pay a tipping fee of $55 per ton up to a maximum delivery amount established by the county, after which the fee is $85 per ton.

Youth Sports Program capital and equipment grants awarded
The County Board approved five facility projects and 21 small equipment grants. They will be funded through the Hennepin County Youth Sports Program, excess sales tax proceeds earmarked to expand library hours and promote youth sports activities. The Minnesota Amateur Sports Commission administers the grant process and makes funding recommendations.
Since the program began in 2009, the county has awarded $17.4 million to 108 facility projects and 179 small equipment projects.

In addition to our regularly scheduled board meetings, the board
often meets on Thursday mornings to receive board briefings. These are
informal opportunities to discuss emerging issues. No decisions are
made. Board briefings occur in the board room on the 24th floor of the
Hennepin County Government Center and are open to the public.

Community Action Partnership of Suburban Hennepin
CAPSH
is moving forward with becoming the designated community action agency for the
City of Minneapolis. (They would remain
the designated community action agency for suburban Hennepin County.) To accomplish this, they propose certain
changes to their structure, including expansion of the size of their board of directors
from 18 members to 21; to their public sector membership, including adding
representatives from the City of Minneapolis; and to their articles of
incorporation, so that future changes no longer require approval from the
Hennepin County Board of Commissioners.
The County Board must approve some of these proposed revisions and is
likely to consider this proposal in April.

Job fair will connect job-seekers to employers with positions to fill
The Hennepin County Work and Economic Resource Center will
sponsor a career fair on Monday, April 4 from 9 a.m. to 2 p.m.,
at Minneapolis Central Library, 300 Nicollet Mall, 2nd
Floor, Minneapolis.
This is part of a series of events to pair employers looking for
workers with employees looking for job opportunities. All participating
businesses are actively recruiting for multiple openings.
The event is free and open to the public.
