The Greene Room will be a series of issue forums hosted by my office. These forums will reflect current policy, build on candid analysis, and encourage creative thinking.
Our first Greene Room will focus on building wealth and access to credit and banking services in financially excluded communities. Who has bank accounts and who doesn't? Do paychecks sometimes enable predatory banking? Are there alternatives to traditional bank accounts that would better serve peoples' needs?

 Geo:Code 2.0
On March 5 and 6 Hennepin County, in partnership with
Open Twin Cities, the Citizens League and the University of Minnesota’s Center
for Urban and Regional Affairs helped host
the second annual Geo:Code – a weekend-long civically minded, code-a-thon.
Geo
Code 2.0 brought together more than 180 community members with a complete list
of local governmental bodies and organizations from the entire Twin Cities
metro uniquely aligned around open data goals for the region. The
result was the largest such code-a-thon held in Minnesota.
14 teams composed of developers, coders, designers,
project managers, geographic information systems experts and community members of
all backgrounds worked to create solutions that leverage information in new,
highly usable ways to better serve the public.
Teams presented their projects at the end of the event and judges and
participants awarded “Geo:Code Golden Globes” to two winning projects:
- The Civic Voice team, which created a tool to connect people with local
government through an application that gives residents the power to share high
priority community issues with local representatives
- The
Straight Line to Life team who created an AED locator application that reduces
the response time between a cardiac event and treatment by allowing people to locate automated external defibrillators nearby.

 Hennepin upgrades elections equipment
On March 1 the County Board moved forward with a plan to replace paper voter rosters with electronic poll
books, which will provide increased consistency and will provide
critical communication on Election Day, essential to the managing and
processing absentee ballots in a timely manner. Secure, wireless communication
will allow Hennepin County to update polling place rosters with the most
current absentee ballot status information without interrupting or delaying
operations in the polling place.
In a separate action, the board also approved the schematic
design for new Elections office space.
This project includes design, construction and furnishings needed to meet the new requirements of expanded absentee ballot
processing tasks during election seasons, and to serve as multipurpose flex
work and conference space for countywide use at other times.

 Youth Sports Program capital and equipment
grants awarded
The County Board approved facility projects and small
equipment grants. They will be funded through the Hennepin County Youth Sports
Program, sales tax proceeds earmarked to expand library hours and
promote youth sports activities. The Minnesota Amateur Sports Commission
administers the grant process and makes funding recommendations.
Since the program began in 2009, the county has awarded $17.4
million to 108 facility projects and 179 small equipment projects. Here are the projects that have been awarded in the district:
- Eight
portable soccer goals, eight nets and a storage container at
Washburn High School
- 40 hurdles at
Washburn High School
- Two full
size soccer goals at Southwest High School
- Gym floor
refinishing at Martin Luther King Park

Grant will expand mobile mental health crisis
services
On March 1 the County Board accepted a grant from the
Minnesota Department of Human Services to continue and expand the county’s
mobile mental health crisis services for adult and children. The program will add two
full-time equivalent positions to improve coverage and make other improvements
to address access, timeliness and cultural competence.
 Michaud appointed as acting Public Works
administrator
The board appointed
Carl Michaud acting assistant county administrator of Public Works during the March 1 meeting. He fills
the position recently held by Debra Brisk, who resigned the position last
month. For many years, Carl has led the Environmental Services department and
has a keen understanding of this work as well as the departments in Public
Works. This acting appointment is effective immediately. Join us in welcoming Carl to Public Works!

Grant will fund new Delta Dental clinic
at HCMC
On March 1 HCMC received funding through a new grant for the Delta Dental Oral Health Center. The center will be located in the hospital's new clinic and
specialty building. The grant will also fund in-clinic dental services for the
highly complex patients who receive care in the HCMC Coordinated Care
Clinic. The clinic will see and treat the 85 percent of HCMC’s
dental patients who are covered by public programs, are uninsured, or qualify
as low-income residents. In addition, the clinic will provide enhanced
patient-centered care for all patients, especially children and people with
special needs. The Delta Dental Oral Health Center at HCMC will increase oral
health care access by approximately 60 percent, to reach 27,500 patient
visits a year.

Grant will promote lead education, eradication
Since 2003, the county has been awarded nine lead-based paint grants from the US Department of Housing and Urban Development (HUD). These grants have provided funds for the testing of over 5,185 housing units and the creation of over 4,075 lead-safe units.
Continuing this success, the county applied for and received a 2015 Lead Hazard Reduction Grant from HUD. On March 15, the board approved three contracts to help create safe and
healthy homes as part of that grant. These contracts with
Sustainable Resources Center and the St. Paul-Ramsey County Department of
Public Health will bring about at least 185 hazard reduction projects and at
least 200 in-home lead education. More than half of those will take place in
Hennepin County.
 New funding will support community oriented policing
The board voted to accept a $250,000 grant from the U.S.
Department of Justice's Office of Community-Oriented Policing Services, to
offset tthe cost of employing two additional law enforcement officers over
three years, in an effort to increase community policing capacity.

Board sets fee for solid waste delivered to
transfer station, HERC
The board established a fee of $85 per ton for mixed municipal
solid waste delivered to the Brooklyn Park Transfer Station and Hennepin Energy
Recovery Center (also known as the HERC, or the garbage burner) by waste haulers who do not have waste delivery agreements with
the county. This is an increase from $65 per ton and was established in order
to minimize the amount of unexpected waste being delivered to county
facilities. The fee covers the county’s cost of transporting and managing
excess waste in accordance with state law and requirements of the Minnesota
Pollution Control Agency. The county has waste delivery agreements with most,
but not all, licensed municipal solid waste haulers for disposing of waste at
county facilities. These haulers pay a tipping fee of $55 per ton up to a
maximum delivery amount established by the county, after which the fee is $85
per ton.
