Over the past three years, the
Minnesota state government has significantly increased its contract spending
with minority-owned businesses and hired more vendors from underserved
communities.
The amount of money the government
spent on contracts with African-American-owned businesses climbed from $135,000
in 2015 to $1.5 million in 2017. During the same period, contract spending with
Asian-owned businesses grew from $11 million to $16 million; Hispanic-owned
businesses: from $1 million to $2.7 million; and women-owned businesses: from
$25 million to $47 million.

Gov. Mark Dayton’s administration says
its efforts to make state hiring and contracting more inclusive are paying off,
but there is still a long way to go before all Minnesotans have equitable representation
in the government workforce.
Last year, state contracts awarded to
businesses owned by people of color, women and veterans grew an average of 89
percent over 2015, an increase from $40 million to $75 million. While that’s
impressive growth, it represents a fraction of the roughly $2.5 billion
Minnesota spends with contractors each year.
Black-owned businesses saw the largest
increase in state business during that time — jumping 1,075 percent between
2015 and 2017 — climbing from $135,000 to $1.5 million.

The Dayton Administration
wants to make certain that any business that wants to compete for contracts
with the State of Minnesota has equal access and opportunity to do so. For that
reason, the Governor and the Minnesota Department of Administration encourage
all Minnesota business owners to review the information below, and call with
any questions.
Targeted businesses need to
be certified, to make sure they meet the criteria for targeted spending. An

Once certified, Targeted
Group, Economically Disadvantaged and Veteran-Owned vendors are added to the
state's vendor list, and are listed in the Directory of Certified Targeted Group, Economically
Disadvantaged and Veteran-Owned Vendors.

The Dayton administration has increased
minority contracting and hiring after a critical 2016 audit found state
government falling short.
Spending with businesses owned by
minorities, women and veterans totaled $74.9 million in 2017, up 89 percent
from 2015’s total of $39.7 million, the governor’s office said last week.
While touting the increase, Dayton’s
office noted the 2017 total was still less than 6 percent of total state
contracts. Black-owned businesses saw the biggest
overall increase in state contracts: a 10-fold jump from $135,000 in 2015 to
$1.5 million in 2017.

government spends with ethnic-minority and women-owned businesses has increased
greatly in the last two years, according to a report.
Of all ethnic and diverse groups, the
government's spending with African-American-owned businesses saw the highest
percentage increase at 1,075 percent, going from $135,000 in 2015 to $1.58
million in 2017, the report says.
In terms of dollars, the state's
spending increase with women-owned businesses was the largest during that
period, from $25.4 million in 2015 to $47.2 million last year.
