Project Title: County State Aid Highway (CSAH) 101 Improvements
Project Description: Hennepin County proposes to improve County State Aid Highway (CSAH) 101 from CSAH 62 (Crosstown Blvd) to Hutchins Drive. The roadway will be converted from a two-lane roadway to a three-lane urban section with sidewalk and shared use path.

Project Title: Pinnacle Foods Wastewater Improvements
Project Description: Pinnacle Foods Wastewater Improvements includes construction of a new 16-acre vegetable process wastewater storage lagoon to serve the Birds Eye vegetable processing facility in Waseca, Minnesota. The proposed lagoon will be constructed on property owned by Birds Eye and currently utilized for land application of wastewater, silage storage, and leachate storage. The proposed improvements will replace certain elements of the existing treatment facility, including the existing wastewater lagoon and leachate storage lagoon.

Project Title: Advanced Disposal Environmental Services Rolling Hills Mixed Municipal Solid Waste Landfill Project
Project Description:
The Minnesota Pollution Control Agency (MPCA) has prepared a Draft Environmental Impact Statement (EIS) on the proposed Advanced Disposal Environmental Services Rolling Hills Mixed Municipal Solid Waste Project in Monticello Township, Wright County.
The project consists of construction of a new disposal area on Advanced-owned property east of the existing Rolling Hills facility. The new disposal area will be for both mixed municipal solid waste (MMSW) and industrial waste and construction & demolition debris (non-MMSW). The Draft EIS provides assessments of the potential environmental and socioeconomic impacts from the proposed project including impacts on groundwater, surface water, air quality, public health and wildlife habitat. The Draft EIS also contains an evaluation of potential alternatives.
The comment period for the Draft EIS will begin on July 21, 2014, and end on August 29, 2014. Copies of the Draft EIS will be available for public review during that time at the public libraries in Buffalo and Monticello, as well as MPCA offices in St. Paul and Brainerd. A public informational meeting will be conducted on August 13, 2014, at the Wright County Government Center, 10 Second Street NW, Buffalo, Minnesota 55313, beginning with an open house at 6:30 p.m. followed by a presentation and question and answer period from 7:00 to 9:00 p.m.
Timely comments on the Draft EIS will be responded to in a written response document that will be incorporated into the Final EIS along with any needed revisions to the information and assessments in the Draft EIS. The Final EIS will be publicly distributed, and then brought to the MPCA Citizens’ Board (Board) for a determination of the adequacy of the EIS. Project Description: The City of Woodbury has prepared an AUAR Update for the Woodbury Northeast Area. The Woodbury Northeast Area is approximately 580 acres of contiguous, mostly undeveloped land and is located along Interstate 94, a major transportation corridor. The study area is bordered by I94 on the north and Manning Avenue on the east with development to the west and undeveloped land to the south. The original AUAR expired in February 2014 and the purpose of this document is to update the AUAR pursuant to Minnesota Rules.

Project Title: Twin Cities Army Ammunition Plant (TCAAP)Redevelopment Project
Project Description: As the designated Responsible Governmental Unit (RGU), the City of Arden Hills has prepared a Final AUAR for the proposed Twin Cities Army Ammunition Plant (TCAAP) Redevelopment Project. The AUAR study area is 427 acres owned by Ramsey County and located within the broader TCAAP site in Arden Hills. An additional 2.5 acres owned by Ramsey County Parks has also been evaluated for future development. The AUAR study area is bounded by County Road (CR) 96 on the south, Trunk Highway (TH) 10 and I-35W on the west, State of Minnesota property on the north, and the National Guard’s Arden Hills Army Training Site (AHATS) on the east.
Based on the existing Arden Hills zoning code, allowed uses within the AUAR study area include retail, non-retail commercial (i.e., office, light industrial), residential, and park (i.e., recreational). Two development scenarios were studied in the AUAR.
The Zoning Scenario is consistent with the City’s approved comprehensive plan and the associated development limits including in the City’s current zoning code. It includes up to 1,500 residential units, 500,000 square feet of retail, and 1,700,000 square feet of non-retail commercial.
The Maximum Development Scenario uses the same land use framework but increases the amount of development to maximum density based on the anticipated capacity of the transportation network. This scenario includes up to 2,500 residential units, 550,000 square feet of retail, and 1,950,000 square feet of non-retail commercial.
Copies of the Final AUAR are being distributed to agencies on the current Minnesota Environmental Quality Board list. Project Title: Henry Study Area
Project Description: The City of Rogers is evaluating the environmental impacts of development of a 135 acre area in the west-central portion of the city north of I-94 and south of David Koch Avenue. The proposed land use in this study area is commercial, limited industrial, and single-family residential and anticipates future short-term and long-term roadway improvements.

Project Title: I-94 Reconstruction in St. Paul
Project Description: The Minnesota Department of Transportation is proposing a project in the City of St. Paul to reconstruct I-94 eastbound between East 7th Street and Mounds Boulevard, extending an existing auxiliary lane, constructing a new auxiliary lane, constructing two emergency pull-out areas, proposing two noise barriers, reconstructing the outside shoulder, removing bus shoulder lanes, and repairing/replacing pavement.
This project includes acquisition of a strip of permanent right-of-way from a single private-property parcel for construction of one of the two proposed noise barriers. Located in a grassy area just north of Mounds Boulevard between Surrey Avenue and Euclid Street, this strip of land is approximately 200 feet long and 20 feet wide. This property would be acquired only if the noise barrier proposed for this area is accepted by the benefited noise receptors during the noise solicitation (voting) process. This project requires no residential relocations.

A public hearing/open house for the project is planned from 3 p.m. to 7 p.m. on Wednesday, August 6, 2014, at the Dayton’s Bluff Recreation Center, 800 Conway Street, St. Paul. The purpose of the public hearing/open house is to inform the public about the project and to encourage public comments and questions. Various documents will be available for public inspection at the public hearing/open house, including the Environmental Assessment, which documents the project’s purpose and need, and anticipated social, economic, and environmental impacts, along with maps, drawings, and other pertinent information. In addition, those in attendance will be able to discuss the project in an informal manner with MnDOT officials and submit written comments. All substantive comments will become part of the official public hearing records and will be considered when making future project-related decisions.
The EA/EAW comment period will begin on July 21, 2014. Written comments will be accepted through August 20, 2014. Comments should be submitted to the MnDOT Project Environmental Coordinator listed below.

PLEASE TAKE NOTICE that the Minnesota Department of Commerce (Department) has released the final environmental impact statement (FEIS) for the proposed Minnesota to Iowa 345 kV transmission line project in the counties of Jackson, Martin and Faribault.
The FEIS analyzes the potential human and environmental impacts of the project and possible measures to avoid, minimize, and mitigate these impacts. It analyzes route alternatives and route variations that could be used for the project and provides a comparative analysis of routing options. The FEIS responds to the comments received on the draft EIS for the project. The FEIS will be used by the Minnesota Public Utilities Commission in deciding whether to issue a certificate of need and route permit for the project.

Project Description. ITC Midwest LLC has proposed to construct approximately 73 miles of new 345 kilovolt (kV) transmission line in southern Minnesota, in the counties of Jackson, Martin and Faribault. The proposed transmission line would proceed from the existing Lakefield substation near Lakefield, Minn., eastward to a new Huntley substation near Winnebago, Minn., and then southward to the Iowa border. The project includes expansion of the Lakefield substation, construction of the new Huntley substation, and the relocation of several segments of existing 161 kV and 69 kV transmission lines.

Transgenic Insect Resistant Soybean - Commercial Use Exemption
Dow Agrosciences has requested an exemption from the Minnesota Department of Agriculture’s Genetically Engineered Organism Release Permit for a soybean event designated as DAS-81419-2, which has been genetically modified to be resistant to certain lepidopteran insect pests and contains a selectable marker that may confer tolerance to the herbicide active ingredient glufosinate. A determination of non-regulated status has been issued by USDA, has been registered with USEPA as a Plant Incorporated Pesticide (PIP), and the FDA consultation process has been completed. This requested exemption includes planting restrictions limiting to include only seed increase, breeding, research, and seed production in breeding nurseries and research stations as specified under the PIP registration and a nationwide limit for the number of acres planted.
