Project Title: Sparboe Farms, Inc. – Prairie Complex Feedlot Expansion
Project Description: Sparboe Farms, Inc. proposes to expand an existing egg laying facility in Section 16, Darwin Township, Meeker County that currently contains 3,762 animal units (AUs) in 11 existing high rise style buildings and one new stacked cage building under construction. The proposed project includes the construction of two new stacked cage buildings after the demolition of four high rise style buildings resulting in a net increase of 554,272 hens (less than 5 pounds) or 1,663 AUs, for a total of 5,424 AUs.

Written comments on the EAW should be submitted to Charles Peterson. A copy of the EAW may also be obtained by contacting Beth Tegdesch at 651-757-2100. In addition to the Environmental Assessment Worksheet (EAW), the Minnesota Pollution Control Agency’s draft NPDES/SDS Permit for the project will also be available for public comment beginning September 3, 2013. Project Title: UMore Study Area AUAR
Project Description: The City of Rosemount has prepared the Final AUAR for the UMore Study Area. Responses to comments were incorporated into the AUAR. The AUAR reviews development scenarios and the no-build for a 4,900 acre area in Rosemount and Empire Township. Development includes different ranges of residential, commercial, and light industrial. Project Title: Minnesota Multi-Purpose Stadium
As the designated Responsible Governmental Unit (RGU), the Minnesota Sports Facilities Authority (MSFA) has determined that the Final EIS for the proposed Minnesota Multi-Purpose Stadium in Minneapolis, Minnesota , is adequate under the Minnesota Environmental Policy Act (Minn. Stat. ch. 116D) and the EQB rules implementing MEPA (Minn. R. ch 4410).
The Stadium will seat approximately 65,500 persons, with expansion up to 73,000 (maximum), and is for use by the Minnesota Vikings as well as other civic and community uses. The Proposed Project includes the Stadium structure and associated infrastructure improvements surrounding the Stadium site. The Stadium site is located from Park Avenue to 11th Avenue and 3rd Street to 6th Street on the current Hubert H. Humphrey Metrodome site.
Copies of the Final EIS were distributed to agencies on the current Minnesota Environmental Quality Board list and to all persons and organizations that submitted substantive comments on the Draft EIS. The Final EIS was also available on the MSFA’s website (www.msfa.com) and paper copies were available at the Minneapolis Central Branch of the Hennepin County Public Library (300 Nicollet Mall, Minneapolis). The Final EIS notice of availability was published in the August 5, 2013 EQB Monitor, and comments were received on the Final EIS through August 19, 2013. Five comment letters were received on the Final EIS. The Findings of Fact, Conclusions and Order document (attached) includes comments received on the Final EIS, and responses. The Findings of Fact, Conclusions and Order, along with the record supporting the MSFA’s decision can be found on the MSFA’s website (www.msfa.com).
Project Title: The Minnesota Power 115kV High Voltage Transmission Line and Switching Station Environmental Assessment located in the City of Silver Bay.
Project Description: This Project falls under Minnesota Rules Chapter 7850.5300 Subp. 2. C. local review of transmission projects ranging between 100 to 200 kV. The City of Silver Bay (City) agreed to act as the lead local unit of government with jurisdiction to approve the Project. The proposed Project is located in Sections 31 and 32, Township 56N, Range 7W, in the City of Silver Bay, Lake County, Minnesota (Figure 2). The Project consists of constructing 0.7 miles of double circuit 115 kV HVTL west of Minnesota Power’s existing 128 Line (see Figure 1). The proposed double circuit HVTL will begin at the proposed switching station and run 0.7 miles southwest until it intersects Minnesota Power’s existing 42 Line just outside the existing Silver Bay Substation located at the North Shore Mining facility.
Copies of the EA, which documents the purpose and need of the project, along with the anticipated social, economic, and environmental impacts, are available for public review beginning September 2, 2013 at the City Hall, 7 Davis Drive, Silver Bay Minnesota 55614.

Project Title: US Highway 53 Virginia to Eveleth Amended Scoping Decision Document
Project Description: As the Responsible Governmental Unit (RGU), the Minnesota Department of Transportation (MnDOT) has prepared an Amended Scoping Decision Document (ASDD) for the US Highway 53 Virginia to Eveleth project. A Scoping Decision Document (SDD) was published in September 2012 that provided a summary of the Scoping process findings and documented the proposed scope and focus of the EIS. Since the SDD was distributed, more detailed study of the Draft EIS alternatives and respective impacts has been performed. The initial findings regarding cost and feasibility of some of the Build Alternatives led the RGU to 1) reconsider some Scoping alternative alignments that had been dismissed from further consideration in the Draft EIS during the 2012 Scoping process (specifically alternatives W-1 and E-1) and 2) assess whether minor alignment modifications to some alternatives would make them more feasible/cost effective. This ASDD describes the additional Scoping-level reassessment of alternatives and resulting revisions to the alternatives that will be carried forward for study in the Draft EIS, including identification of any pertinent social, economic, and environmental issues.
The ASDD will be distributed to local governments, regulatory agencies, persons who commented on the Scoping Document, and others in accordance with the EQB requirements and will also be posted on the project webpage at www.dot.state.mn.us/d1/projects/hwy53relocation. Rotenone Application Project Planned By DNR Section of Fisheries Management
The DNR Section of Fisheries Management is planning a rotenone treatment on the pond below:

The DNR Section of Fisheries Management is planning a reclamation project this fall. The project involves the application of cubed root (powdered) rotenone by boat to eliminate or reduce competing fish species in a walleye fingerling rearing pond. Endangered or threatened species are not present in the pond and the basin is isolated with no inlet or outlets. Project goals include improved production of walleye fingerlings in the pond that are being impacted by competing species. The fish that are produced in the pond will be stocked in area lakes to provide expanded angling opportunities. Specifics regarding the projects are as follows: Rotenone application will be done by licensed pesticide applicators and target treatment concentration is 4 ppm. Golden shiner, Notemigonus crysoleucas, and black crappie, Pomoxis nigromaculatus, are the target fish species. Benefits of the project will be improved production in a rearing pond that has a long history of walleye fingerling production, but has recently become contaminated with shiners and crappie by unknown means. Further use of the pond for fingerling production is not possible without removal of these species. By treating the pond in the fall of 2013, the pond can be used again for fingerling production in 2014.
