Project description: The Twin Cities' Metropolitan Council Environmental Services (MCES) proposes to decommission an aging wastewater lift station and construct a new, larger lift station in the northwest metro area to meet growing capacity needs. Project improvements will include construction of a new lift station along the Mississippi River in Fridley, decommissioning of the existing lift station across the Mississippi River in Brooklyn Park, and rehabilitation of pipes crossing the Mississippi River (Project).

Project description: Wold Engineers and Architects is preparing plans and specifications for demolition of the Centennial Office Building at 658 Cedar St, Saint Paul, MN. The project includes full structure removal, including foundations and utilities serving the site. Municipal utilities removal will comply with City requirements to remove the service to the main. After demolition and site fill, the area will be converted into an open landscaped green space with an infiltration area. Work is scheduled for 2028.

Project description: The Pomme de Terre River Association is proposing a multi-component project to restore the hydrology and natural habitats of the Pomme de Terre River through Crissy Lake in the City of Morris, Minnesota. The project components include removal of the Crissy Lake Dam, installation of two rock arch rapids to replace the existing structure, and channel restoration extending from the existing dam to the upstream end of Crissy Lake.

Project description: Leisure Hotels and Resorts is proposing construction of an update to and expansion of the existing Silver Rapids Lodge resort site located in Fall Lake Township, Lake County, Minnesota. The project will include demolition of a functionally obsolete lodge, the construction of a new lodge, 44 new cabins, as well as other amenities.

Project description: Maplewood Development, Inc. proposes a 62-acre, 972,200 square foot warehouse/distribution/office park development near the corner of County Road I and Fairview Avenue, on property formerly associated with the Twin Cities Army Ammunition Plant (TCAAP) operations, in Arden Hills, Minnesota. The Hillview Business Park development requires the preparation of an Environmental Impact Study (EIS) to be prepared after this scoping EAW. The project will demolish existing abandoned buildings, undertake environmental remediation, and construct several warehouse/distribution buildings with associated utilities and access on the site.
Summary of scoping decision: Public review and comment on the Draft SDD was completed in accordance with Minnesota Rules part 4410.2100. The Draft SDD and Scoping EAW were published in the EQB Monitor for a comment period on June 16, 2026. The public comment scoping period ended on July 16, 2026. Consistent with Minnesota Rules part 4410.1500, notification of completion of the Draft SDD and Scoping EAW were published on the City's website and a notice of availability was published in the Saint Paul Pioneer Press on June 17, 2026. The RGU considered the substantive scoping comments received and developed this Final SDD. Following consideration of written comments and testimony received at the August 24, 2026, City Council meeting, the Final SDD was presented to the City Council for adoption. The City Council adopts the Final Scoping Decision Document for the EIS to be prepared for the Hillview Business Park Project and authorizes the preparation of the Draft EIS.

Project description: The Southwest Study Area ("AUAR Area") includes twenty-one (21) parcels that comprise approximately 390.4 acres in Lakeville, Dakota County, Minnesota. The AUAR Area is generally located south of County State Aid Highway (CSAH) 70/210th St W, west of Interstate 35 (I-35), and east of the City of Credit River, Scott County. Parts of the AUAR Area have historically been in agricultural use, several parcels are currently rural residential land use, and one parcel is currently undeveloped. Artemis Development Company (“Proposer”) is proposing to phase development within the AUAR Area to convert the existing land into a master planned residential and commercial development that may include institutional uses including a school over the next several years.

Notice title: NOTICE OF PUBLIC HEARINGS AND AVAILABILITY OF DRAFT PERMIT
Notice description: PLEASE TAKE NOTICE that the Minnesota Public Utilities Commission will hold public hearings on the route permit application of Northern States Power Company, doing business as Xcel Energy, and Echo Zone LLC, a subsidiary of Google LLC for the North Rochester to Skyway 345 kilovolt Transmission Line Project.
Project description: Northern States Power Company, doing business as Xcel Energy, and Echo Zone LLC, a subsidiary of Google LLC (Applicants) proposed to construct an approximately 1.2-mile double circuit 345 kilovolt (kV) transmission line that would connect Xcel Energy's North Rochester Substation to four new substation facilities at the proposed Pine Island Industrial Planned Unit Development (Project Skyway) site. The Applicants also proposed to expand the existing North Rochester Substation, currently on a footprint of 10 acres, by approximately 11.3 acres. The transmission line and North Rochester Substation expansion (North Rochester to Skyway HVTL Project) will be owned and operated by Xcel Energy, and the four Project Skyway substations will be owned and operated by Echo Zone LLC. Project description: Minnesota Power requested local review, pursuant to Minn. Stat. § 216I.08 for the Project. The City of Hermantown has prepared an Environmental Assessment ("EA") for the proposed Project as required under Minn. Stat. § 216I.08, subd. 4 to support its decision and to evaluate potential impacts associated with the Project.
