Project description: Otter Tail County is proposing to increase the grade of CSAH 6 as it crosses Nelson Lake near Parkers Prairie in Otter Tail County, MN. Nelson Lake water levels have risen and remained high for several years resulting in overtopping CSAH 6. The flooding has been extensive enough to result in road closures for public safety. The road will be designed to prevent flooding of CSAH 6 that causes infrastructure damage, road closures, and public safety problems while meeting current design standards and requirements. Project description: The Bureau of Criminal Apprehension (BCA) Southern Minnesota Regional Office and Laboratory is a proposed Project involving the construction of a two-story 55,600 sq. ft. forensic laboratory and investigations facility in Mankato, MN, to support criminal investigations, forensic analysis, and law enforcement training. The new building will be constructed on a 5.87 parcel owned by the State of Minnesota, directly north of the Blue Earth County Justice Center. The Project includes site development, utility extensions, and infrastructure improvements to serve the southern region of Minnesota's law enforcement.

Project description: Pelican River Watershed District (PRWD) proposes to conduct rehabilitation activities within portions of Campbell Creek in Becker County, MN. The Project goals include stabilization of eroded streambanks, reduced sediment delivery to Floyd Lake, improved flood storage, improved aquatic habitats, and improved fish passage. Proposed activities include bank grading, conifer revetments, grade control structures, riprap toes, rock arch rapids, and culvert replacement. Project description: Vetter Stone Company is proposing to expand its existing permitted mine area located in Kasota Township, Le Sueur County, Minnesota. The project will include expanding the dimensional limestone and aggregate extraction area of the existing mine operation by approximately 152 acres across 11 parcels of land.

Responsible Governmental Unit Re-Designation Decision - Elm Island RV Park
Governmental Unit (RGU) Re-designation: On May 5, 2025, the Environmental Quality Board (EQB) received a request to replace Aitkin County as the RGU for the Elm Island RV Park petition.
Decision: The EQB Chair has denied the re-designation for the Elm Island RV Park petition. Under Minn. Rule 4410.4300, subp. 20a: Resorts, campgrounds, and RV parks in shorelands, the local governmental unit is the RGU. Aitkin County is the governmental unit with the greatest responsibility for approving the project as a whole and issuing the permits for the project. A re-designation per Minn. Rule 4410.0500 can be appropriate if another governmental unit has greater expertise, but there was not enough evidence presented to redesignate the RGU.

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. The EQB Monitor is a weekly publication announcing environmental review documents, public comment periods and other actions of the Environmental Quality Board. The EQB Monitor is published every Tuesday at noon. Submissions to the EQB Monitor are due by 4:00 p.m. on the Tuesday one week prior to the intended publication date.
