Climate and Environmental Review Listening Session – December 18, 2019

The listening session will be held from 1:00 pm – 2:30 pm at the EQB/MPCA St. Paul office

Commissioner Laura Bishop (Chair, Environmental Quality Board) and Commissioner Sarah Strommen (Chair, Environmental Review Implementation Subcommittee) are hosting a listening session to provide for further public input and dialogue on the topic of incorporating climate-related information into the environmental review program.

Citizen Board Member Opening - 4th Congressional District 

Applications are now open for an EQB Citizen Board Member in the 4th Congressional District. The 4th Congressional District includes St. Paul and surrounding suburbs such as Woodbury, Maplewood, Roseville, New Brighton, White Bear Lake, and Stillwater.

Citizen Environmental Review Survey

The Environmental Quality Board, which oversees the state’s Environmental Review program, is undergoing a continuous improvement project to monitor and improve the effectiveness of Environmental Review. Minnesota citizens who have participated in the Environmental Review process during this calendar year are asked to consider taking 10 minutes to complete the survey at the link below. Engagement in the process may include: reviewed a document, attended a public meeting, wrote a comment, contacted staff, etc.

2020 State Water Plan: Survey

The 2020 State Water Plan is a project of Minnesota State Government to present a clear vision for water action in the coming decade in the face of climate change. PUC Docket Numbers: PL-9/CN-14-916 and PL-9/PPL-15-137 On October 8, 2019, consistent with the June 3, 2019 decision by the Minnesota Court of Appeals, the Minnesota Public Utilities Commission (Commission) issued an order that found the February 12, 2018 revised final environmental impact statement (FEIS) for the proposed Line 3 Replacement Project to be inadequate because it did not sufficiently address the potential impact of an oil spill into the Lake Superior watershed. The order requested that the Minnesota Department of Commerce revise the February 12, 2018 revised FEIS to include an analysis of the potential impact of an oil spill into the Lake Superior watershed, and to submit a revised FEIS to the Commission within 60 days.

The Minnesota Department of Commerce has issued a second revised FEIS and it is available for review. The second revised FEIS addresses the Commission’s October 8 Order in Chapter 10, and Appendices S, T, and V, and also includes updates to the Abstract section.

Comment Period: Comments on the adequacy of the second revised FEIS will be accepted through 4:30 p.m., January 16, 2020. Comments received after the comment period closes may not be considered.
