Comment Period for EQB Mandatory Categories
The Environmental Quality Board is proposing amendments to rules relating to environmental review. This rulemaking will amend rules governing mandatory categories for environmental assessment worksheets (EAW) and environmental impact statements (EIS), definitions to support those categories, responsible governmental unit (RGU) determinations, and categories of exemptions from environmental review. The following petition has been filed with the EQB requesting preparation of an Environmental Assessment Worksheet (EAW). The EQB has assigned the indicated unit of government to review the petition and decide on the need for an EAW.

The noted responsible governmental unit has made a decision regarding the need for an Environmental Assessment Worksheet in response to a citizen’s petition.
- Wright County, Valley Paving Asphalt Plant (Denied)
Project Title: Costco MN Depot
Comment Deadline: August 14, 2019
Project Description: The Costco MN Depot (“Project”) is a warehouse/storage depot located on 154.6 acres in Owatonna Township. The Project will include office space, wet and dry depot space, parking areas for employee vehicles and tractor trailers, truck loading areas and a stormwater detention pond.
Copies of the EAW are available at City Hall located at 540 West Hills Circle, Owatonna, MN 55060. A public hearing to receive verbal comments on the EAW will be held on July 23, 2019 at 5:30pm at the City of Owatonna Planning Commission Meeting. The meeting will be located in Council Chambers at the City Administration Building.
City Council is tentatively scheduled to make the decision on the need for an EIS based on the EAW, comments received and responses to the comments on August 20, 2019.

Project Description: Project 100 is a mixed-use development located in northern Maple Grove at the southeast corner of I-94 and Hwy 610 consisting of commercial, office, institutional medical, medical office, plus multi-family and senior living residential. The project will be multi-phased with the first phase including institutional medical, office and senior living.
