Project Description: Daley Farms of Lewiston, LLP intends to construct and operate an expansion to their existing dairy in Utica Township, Winona County. The expansion will include a total confinement barn with 3,000 dairy cows, a rotary milking parlor, a manure storage basin, a feed storage pad, and stormwater runoff basins. Project Title: Haven Ridge Development

Comment Deadline: October 31, 2018

Project Description: The City of Monticello has prepared an EAW for a proposed residential development on 217 acres currently in Monticello Township. As part of the approval process, the development will be considered for annexation to the City of Monticello. The project includes 279 single family home units and 76 townhome units built in at least three phases. Construction will also include utility and roadway extensions.

Project Title: Lakeview Industries – Carver Plastics Fabrication Facility

Project Title: Oak Savanna at Selg Farm

Project Description: Oak Savanna at Selg Farm is a proposed 6 lot (minimum 5 acre lots) development equaling 40+/- acres in Big Lake Township. The land that is being developed is part of 196 contiguous acres (located in Big Lake and Becker Township) owned by the developer and is in the Shoreland Overlay District of Bucks Lake and Hidden Lake (both are Natural Environment Lakes). There are no immediate plans to develop the remaining 156 acres.

Project Title: St. Joseph Distribution Center

Project Description: The project proposes a warehouse and distribution facility to include three to four buildings with a building area of 745,000 square feet. The project is located west of the City of St. Joseph, west of County Road 2 near the intersection of Minnesota Street West. The EAW can be viewed at the St. Joseph Government Center, 75 Callaway St. E, St. Joseph, MN 56374 during normal business hours and on the City website at www.cityofstjoseph.com. The deadline for submitting written comments is October 31, 2018.

Project Title: Twin Ports Interchange Reconstruction Project

Comment Deadline: October 31, 2018

Project Description: The Minnesota Department of Transportation (MnDOT) is proposing to reconstruct the I-35/I-535/US 53 interchange, US 53 between I-35 and W 3rd Street, and I-535/Garfield Avenue interchange located in Duluth, St. Louis County. The project will also include modifications to local roads and stormwater infrastructure. A public open house is scheduled for October 22, 2018 from 5:30 p.m. to 7:30 p.m. at Clyde Iron Works (Lower Level Clyde) 2920 W Michigan Street, Duluth, MM 55806.

The comment period deadline is October 31, 2018. A hard copy of the EAW is also available for review at the MnDOT District 1 Office at 1123 Mesaba Avenue in Duluth, MN.

New Field Investigation Date Available on Catalpa Ag, LLC Project in New Burg Township, Fillmore County, Minnesota

The Minnesota Pollution Control Agency (MPCA) has posted new information on its website concerning the proposed swine-farrowing project by Catalpa Ag LLC in Fillmore County. A. EXCAVATION TO INVESTIGATE POTENTIAL SINKHOLE NEAR PROJECT SITE. Three reports concerning the excavation to investigate a potential sinkhole near the proposed Catalpa LLC project on July 26, 2018: 1. B. ELECTRICAL RESISTIVITY IMAGING SURVEY AT PROJECT SITE. September 11, 2018, letter report concerning the Electrical Resistivity Imaging (ERI) survey at the proposed Catalpa LLC Project by 3Dgeophisics: “Geophysical Investigation at the Meral Farm located in Mabel, Minnesota”

The MPCA has asked its internal experts and agency partners to review the ERI Report; that review will begin shortly. The MPCA is also planning to hold a public meeting on this new information. We will provide an update as more details become available.
