911 Mapped ALI service next steps

The Mapped ALI enrollment period officially closed on Sept. 30, 2026. Agencies that did not enroll by this date will not be included in the 2027 program cycle.

ECN is now moving into the final planning stage for the 2027 Mapped ALI program cycle, including confirmation of final participation lists, coordination with vendor partners and preparation for implementation activities for agencies that enrolled.

ECN will be reaching out to agencies to amend the MOU that was signed last year. This amendment will update the original document to identify each PSAP’s selected vendor and add an end date to the MOU. Expect communication from ECN later this month.

Next steps:

  • ECN is finalizing participation lists with vendors
  • Licensing and implementation planning are underway for 2027
  • Participating agencies will receive direct communication regarding onboarding, scheduling and next steps

Program transition reminder for all PSAPs:

Calendar year 2027 will serve as the final year of ECN-managed Mapped ALI implementation. Beginning in calendar year 2028, Mapped ALI services will remain available for local purchase through the state’s N-21 contract release. PSAPs may find value in contacting vendors for 2028 procurement and coordinating with each other for purchasing and interoperability options. ECN 911 coordinators are also available as a resource.

We appreciate your engagement throughout this process and look forward to supporting participating agencies through the final phase of the program.

ECN out and about: September and October

Minnesota road in the fall

A fall drive in Minnesota.

Our ECN team has been out and about this fall, connecting with partners throughout Minnesota.

September

  • ECN Director Leah Palmer presented to the Association of Minnesota Counties Policy Committee with an overview of ECN, NG911 progress and the strategic plan.
  • We also attended the Association of Minnesota Emergency Managers Conference. It was great connecting with emergency managers from across the state and discussing our shared emergency communications priorities.
  • Finally, ECN staff attended the Minnesota Telecom Alliance Conference last week to learn more about emerging issues and priorities across Minnesota’s telecommunications industry.

October

ECN’s outreach continues in October. You can find us at:

  • The Minnesota State Fire Chiefs Conference (Oct. 14-17)
  • The Minnesota GIS/LIS Conference (Oct. 28-30)

We welcome opportunities to connect with communities and partner organizations across Minnesota. If you would like ECN to attend or present at an upcoming community, association or stakeholder meeting, reach out to us at ecn@state.mn.us or 651-201-7547.

NENA course delayed to 2027

NENA logo

ECN is working with NENA to bring the Demystifying NG9-1-1 Call Flow course to Minnesota. Due to logistical and scheduling constraints at NENA, the course is currently unavailable, but they anticipate offering it again in 2027. We are continuing to work closely with NENA to schedule it as soon as possible. We will share updated details and registration information with PSAPs once the date is confirmed.

October is Cybersecurity Awareness Month

CISA banner

October is Cybersecurity Awareness Month, recognized by the Cybersecurity and Infrastructure Security Agency (CISA) of the U.S. government. This is a great time to reinforce cybersecurity best practices at your place of work.

They recommend four best practices everyone can implement:

  • Avoid and report phishing scams
  • Use strong passwords
  • Use multifactor authentication and a password manager
  • Update software

CISA has put together a robust toolkit of resources for the public to use, from graphics and posters to practical tips you can copy and paste into emails. Check it out!

Becca Clemens Wells

911 Business Analyst

Becca began her state service with the Department of Public Safety, where she built a strong foundation in customer service, data privacy and statewide operational support. Over the years, she expanded her expertise across the Department of Corrections and MNIT, gaining experience in technical support, systems administration, digital accessibility, data management, training and cross‑agency collaboration. She has led high‑volume user support, guided major system and process improvements, and contributed to secure, reliable operations for hundreds of staff. Now returning to DPS, Becca is excited to bring her broadened skill set, deep technical experience and continued commitment to public service back to the agency where she began her career serving Emergency Communication Networks.

In her spare time, Becca is active in her community and in gardening. She contributes to several community gardens in North Minneapolis, where she enjoys meeting neighbors and sharing her love of edible gardening. This year she expanded her own garden to include a cut‑flower patch and prepared the soil for a native pollinator garden next spring. She loves cycling and is completing a century ride this fall while pulling her two sassy kids, who will likely be bored and loudly demanding snacks as she tackles Minnesota’s hills. In her downtime, she’s often playing mermaids with her children or diving into a good book. You’ll recognize Becca by her eclectic glasses. If you see her, please share a book recommendation.
