Bureau of Criminal Apprehension releases the 2025 Uniform Crime Report
ST. PAUL — The Minnesota Department of Public Safety’s Bureau of Criminal Apprehension (BCA) has released the 2025 Uniform Crime Report, a summary of crime data submitted by local law enforcement agencies.
Notable data from the 2025 Minnesota Uniform Crime Report:
- Violent crime levels declined in 2025. In the seven-county Twin Cities Metro Area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington counties), violent crime decreased by 14 percent. Violent crime in greater Minnesota decreased by 9 percent.
- There were 130 murders in 2025 in Minnesota compared with 172 in 2024. Firearms were involved in 69.2 percent of the incidents, down from 75 percent in 2024.
- There were 8,762 aggravated assaults in 2025, which is 11 percent lower than 2024.
- There were 2,188 rapes in 2025, a decrease of 1.9 percent. Most of the rapes occurred in a home (71.8 percent), and 37.5 percent of the victims were minors.
- Motor vehicle theft decreased 22.4 percent in 2025 with 9,803 vehicles stolen as compared with 12,634 in 2024.
- Carjacking incidents (including attempted carjackings) decreased 31 percent with 294 incidents in 2025, compared with 426 in 2024. Carjacking incidents are not counted as motor vehicle thefts.
- There were 64,157 incidents of larceny in 2025 – the lowest number in 57 years.
- Bias crimes remained steady in 2025 with 224 incidents reported.
- Law enforcement use-of-force incidents involving discharge of a firearm dropped in 2025 to 21, 6 fewer than in 2024.
- Law enforcement officers were assaulted in 981 incidents in 2025, a 1.3 percent decrease from 2024.

* An incident is cleared by exceptional means if some element beyond law enforcement control prevents filing of formal charges against the offender, such as if the offender has died.
In addition to data measuring criminal activity statewide, the report contains other information required in Minnesota statutes, including the number of law enforcement officers killed or assaulted, firearm discharges by police officers and police pursuits.
Use-of-force incidents
Minnesota agencies reported 21 use-of-force incidents in 2025, 11 fewer than in 2024.
- 6 people died.
- 16 incidents resulted in serious injury requiring medical attention.
- 4 incidents did not result in an injury.
Agencies reported the following race information about people on whom force was used:

- American Indian or Alaskan Native (4)
- Asian (2)
Stolen vehicle mobile tracking device warrants
The Minnesota Legislature added a new reporting requirement beginning in the 2024 Uniform Crime Report for agencies to report search warrants obtained to maintain a mobile tracking device on a stolen or fleeing vehicle for more than 12 hours. This requirement includes a reporting date range that does not align with all other reporting requirements contained in the Uniform Crime Report. For Aug. 1, 2024, through Aug. 1, 2025, there were three warrants reported.
Minnesota’s violent crime rate dropped to 226 per 100,000 population in 2025. This is the lowest violent crime rate since 2019. Reducing the violent crime rate is one of the measurable goals of Governor Walz’ One Minnesota Plan.
