NG911 Update
Last month, ECN officially filed the Phase 1 request to the FCC, meaning that phone companies now have up to a year to switch to digital delivery of 911 calls. This marks major progress toward building a modernized statewide network that supports NG911.
Anyone can check the request, objections, or changes by looking up docket numbers 25-143, 25-144, and 25-145 on the FCC’s website. Rapid Deploy Conference
ECN is always looking for ways to strengthen partnerships with vendors. During this user conference, attendees received demonstrations of current and upcoming Mapped ALI product features, including Smart911 Safety Profiles and Lightning Mobile’s Exchange Link, as well as previews of features like Pursuit Mode Navigation and biometric logins for both Apple and Android devices. Rapid Deploy also shared that they are exploring single sign-on to enable seamless transitions between the Vesta and Radius systems.
These demonstrations sparked broader conversations about future capabilities. In particular, ECN is working with its stakeholders to review the possibility of integrating A.I. tools to enhance operations and improve how data is used to align with the real-world needs of PSAPs.

SHSP Grant Funded Training
ECN is planning a functional communications exercise with the Central Region at Sibley State Park on Sept.10. This communications exercise is funded with federal State Homeland Security Program grant dollars to provide hands-on experience for emergency responders and communications personnel to support incident operations.
This is not the only opportunity for response training with ECN. Keep an eye out for additional training from ECN this fall, as ECN is currently working to schedule cybersecurity training for PSAP personnel and ARMER end-user training sessions across the state. We will update our website with the dates and locations once they are determined.

Get to Know Your ECN Staff
Senior Associate General Counsel for ECN
Reese joined DPS in September 2025 to provide legal support to ECN on matters relating to procurement, operations, budgeting, governance, NG911 transition, interagency agreements, data practices, and regulatory compliance.
Prior to joining ECN, Reese retired from the Air Force JAG Corps and has worked in public service roles across all levels of government, including the Hennepin County Attorney’s Office, the Department of the Navy and the Army Corps of Engineers. Reese earned his law degree and MBA from the University of Wisconsin and his BA from the University of Minnesota.
Reese is married, has one son, and resides in St. Paul along with his dog, Spirit. In his free time, he enjoys working with dogs, visiting the Caribbean and the North Shore, and watching Badger football and the Vikings.
