Welcome to our monthly update, where we highlight the latest developments, initiatives and exciting changes from ECN. This update aims to keep you informed and engaged with what's happening within our team.

National Safety Month
June is National Safety Month, a time to focus on preventing injuries and emergencies before they happen and being ready when they do. This month provides an opportunity for us to educate our residents on how to call 911 during an emergency.

Know When to Call 911: Use 911 for emergencies only, when there is an immediate risk to life, health, or property.

Stay Calm and Speak Clearly: When calling, stay on the line, answer all questions and follow all instructions.

Know Your Location: Location is the most critical information you can provide. Teach children and others how to describe where they are, especially in unfamiliar places.

Don’t Hang Up: Even if you call 911 by mistake, stay on the line and let the dispatcher know there is no emergency.

Text-to-911: If you cannot call text-to-911 is available.

Educate Others: Help family members, especially kids and seniors, understand how and when to use 911.
Let’s work together to ensure everyone is ready to communicate clearly and effectively in times of crisis when every second counts.

Mapped ALI Update
We’re nearing the finish line for Phase 1 (Year One) of the mapped ALI initiative. A huge thank-you to the community for your collaboration in moving this effort forward swiftly and smoothly. Your partnership has been instrumental.
Here’s where we currently stand: • 61 counties have signed MOUs • 17 counties are still pending or in progress • 49 counties are using both RapidDeploy and RapidSOS services • 20 are using RapidDeploy only • 9 are using RapidSOS only
Other quick highlights: • A total of 91 primary PSAPs and 5 secondary PSAPs have opted in
Looking ahead, the SECB Working Group will soon reconvene for Phase 2: evaluating optional/add-on mapped ALI vendor products and developing a recommendation to the SECB regarding any additional items that could be state-provided services.

NorthStar Communication Exercise
Registration is still open for this year's NorthStar COMMEX Aug. 18-21 at Camp Ripley. This four-day exercise helps increase preparedness by providing realistic classroom and field training on emergency communications.

GIS Update
As work continues to complete our statewide GIS dataset for Next Generation 911 (NG911), jurisdictions that have already submitted their data are busy keeping it current. Local data producers are committed to ensuring that new addresses and roads are added to the NG911 dataset in a timely manner. This helps ensure that 911 calls are routed to the appropriate PSAP for processing and emergency responders dispatched to the incident can quickly locate the 911 caller.

Dawn Klecker
ECN Finance Coordinator
Dawn has been ECN’s Finance Coordinator since May 2024. One of Dawn’s primary responsibilities is processing and depositing remittance of the four Minnesota telephone fees – 911, 988, TAM, and TAP. She works in partnership with the other state agencies and manages fee compliance for over 300 service providers with Minnesota customer lines. She also processes monthly E911 distributions to PSAPs and fulfills a multitude of other responsibilities to support ECN business processes and her colleagues.
Dawn lives in Forest Lake with her two wonderful kids, three pomskies, and husband of 25 years. She loves to travel and take the boat out in the summertime.
