New photo required with each Enhanced license or ID application
Per the agreement between DVS and United States Customs and Border Protection (USCBP), Enhanced driver’s license, permit and ID cards require a new photo with every application (this includes renewals and duplicates with no charges).
MNDRIVE will generate an error that cannot be overridden if a user tries to complete an Enhanced application without providing a new photo. This will be covered in this months' Time with Training.
Headwear statement
DVS has developed a new Headwear Statement. Include the signed statement with the scanned documents for the application. Customers who wear head coverings for religious or medical purposes must sign the statement if they would like to wear headwear in their driver's license, permit or ID card photo.
Customers who use headwear for medical purposes must also provide a signed doctor's statement verifying the item is used daily for medical purposes.

CDL/CLP proof documents
Starting March 20, 2025, applicants for a commercial learner's permit (CLP) or commercial driver's license (CDL) will be required to provide two additional documents for all application types: first-time, renewal and duplicate. Additional documents required:
- US citizenship or lawful presence document and
- Proof of residence document
These documents are required under 49 Code of Federal Regulations 383.71 with each application. Letters will be mailed to CDL/CLP holders to inform them of this change.

Changes in the SAVE process for REAL ID applications
Run the SAVE verification process one time, and only one time.
If the SAVE verification process FAILS:
- Discard the REAL ID application
- Scan all REAL ID (List A) documents with any name change documents into MNDRIVE under Other Correspondence – DSCO
- Complete the Session
- Print the SAVE Failure letter to give to the customer
- Wait for follow-up communication from USCIS through DVS
DO NOT click on the “Reset SAVE” link to re-enter any data.
USCIS has recently updated the SAVE verification process to prevent duplicate SAVE cases. If you attempt to run SAVE a second time (or more), it will close the prior SAVE case and will lock the system to prevent any other cases being run for a week or longer.
Starting March 24, 2025, DVS will accept digital medical examiner's certificates (Form MCSA-5876) for CLP/CDL holders. Medical examiners are required to complete electronic medical certificates using NRII. MNDRIVE is being updated to pull medical certificates from NRII.
Applicants still need to provide a DVS self-certification form. This requirement has not changed.
New address for Arden Hills exam station
The address for the DVS exam station in Arden Hills has changed. The new address is:
5400 Rice Creek Parkway Arden Hills, MN 55112
The exam station is in the same location, just the address changed.
Title certification information
Title Certification status may be viewed for all members of your staff. Open the Office Management manager. Select View Reports, then Title Certificates. This will show all users in the office and Cert Passed, Cert Expired, MNDRIVE Start and MNDRIVE End dates as appropriate. This report will assist office managers with keeping title certification up to date for staff members.
DVS has an SQR submitted to add e-mail reminders and system notification at milestone points in the title certification period. DVS will provide details when the SQR has been developed.
Title certification information has moved from Info Hub to the public DR and DLA resources page. Select the plus sign for Title Certification.
Fleet plates error in VTAP resolved
Deputy registrars can now process Vehicle Title Application and Permit (VTAP) transactions submitted by dealers and get Fleet license plates for brand new vehicles and new to Minnesota vehicles. The error deputy registrars were seeing has been resolved.
Reminder: When a dealer completes a VTAP, registration is calculated one year from the acquisition date. Fleet companies have set expiration dates and this is done in the service transaction. Registration fees from the VTAP will not match the registration fees from the service transaction and will need to be manually adjusted on the VTAP.
Note: Deputy registrars are still not able to process Minnesota title transfers when requesting Fleet plates.
