The Communication Unit Leader (COML) training course is designed to familiarize professionals with the role and responsibilities of a COML under NIMS ICS and to provide hands-on exercises that reinforce the lecture materials. CISA and FEMA Emergency Management Institute (EMI) offer this course jointly as "L0969, NIMS ICS All-Hazards Communications Unit Leader Course" for in-person courses. This course provides U.S. Department of Homeland Security (DHS) approved and NIMS-compliant instruction to ensure that every state/territory has trained personnel capable of coordinating on-scene emergency communications during a multi-jurisdictional response or planned event. The 4-day course is taught by instructors experienced as Communication Unit Leaders. There is no charge for this training, and course materials will be provided by DHS/CISA. All travel/per diem costs are the responsibility of the individual student. Working lunches WILL be provided. A laptop or tablet is required for this course.
Class Pre-requisites
To attend this course, applicants must have the following FEMA training course prerequisites:
- IS-100: Introduction to the Incident Command System, ICS 100
- IS-200: Basic Incident Command System for Initial Response
- IS-700: And Introduction to the National Incident Management System
- IS-800: National Response Framework, An Introduction
- ICS-300: Intermediate Incident Command System for Expanding Incidents, is required.

- Applicants should submit a signed application as well as scanned pre-requisite Certificates of Completion to Kelsey Munsterman at kemunsterman@ileas.org.
- Applicants will receive additional emails with detailed instructions to finalize their registration.

ALL APPLICATIONS MUST BE RECEIVED BY April 22, 2024. This class is limited to 30 students. Applicants will be added to the class roster as received as long as all pre-requisites have been fulfilled.
