What's new in this update

Reordering instructions for deposit tickets

 

Any bank other than Wells Fargo

  • Ticket order requests should be emailed to cash.management.mmb@state.mn.us.
  • The request must include: a copy of a current deposit ticket and the mailing address (no PO Box addresses can be used) along with the name of the person who should be receiving the tickets.
  • If DVS is charged for incorrect addresses or zip code corrections, we will have to pass this charge on to the deputy registrar or driver's license agent.
  • If Treasury is charged for deposit tickets that were not ordered by this policy, the deputy registrar or driver's license agent will be responsible for the charges.

Wells Fargo

  • Ticket order requests should be emailed to cash.management.mmb@state.mn.us.
  • The request must be submitted on the Wells Fargo deposit ticket order form.
  • The request MUST include: the Wells Fargo order form, a copy of the current deposit ticket and the mailing address (no PO Box addresses can be used) along with the name of the person who should be receiving the tickets.
  • If DVS is charged for incorrect addresses or zip code corrections, we will have to pass this charge on to the deputy registrar or driver's license agent.

Card production delay info in MNDRIVE

New functionality has been added to MNDRIVE to show the current date being processed for card production delays. To access card production delayed information, choose Service from the list of Mangers, then View Processing Times (upper right corner).

Clarification: Reinstatement filing fee 

Driver’s license agents can only collect one filing fee when a customer is paying a reinstatement fee (or multiple reinstatement fees). You cannot collect a filing fee for the reinstatement fee and another filing fee for the application.


Vehicle Services

Registration tax increase for registrations beginning Jan. 1, 2024

 

The percentages used to calculate the MSRP and depreciation rate are changing for registration periods that begin Jan. 1, 2024, or later as a result of a statutory change passed during the recent legislative session. The new registration tax rate is going from 1.25% to 1.54%. The current depreciation is 10% per year until the vehicle reaches the 11th year, and then the customer pays $35.00/year. The new depreciation rate is 100% of the value of the vehicle, 95%, 90%, 80%, 70%, 60%, 50%, 40%, 25%, 10%. When the 11th year hits, the customer will pay $30.00/year. 

 

DVS is working on addressing a scenario where customers that elected to pay early for registration paid registration fees under the old rate.

 

Additional communication will be sent out in the near future.



Replacing lost, surrendered, or stolen license plates

 

When customers are requesting duplicate license plates make sure to indicate lost, surrendered or stolen as the reason for the replacement, please ask the customer if the plates were taken by law enforcement in any of these cases. If the plates were impounded, do not replace the plates, as a plate impound order will be going on the record in the near future and the new plates will be revoked.  There is a minimum 7-day delay between the violation and the impound order being added to the record to allow for proper notification and processing.

 

Remind the customer that if they were not the violator, they should have a 45-day paper permit issued by law enforcement to allow the vehicle to be driven and give them time to file an administrative or judicial review.  For questions about the 45-day permit they should contact the law enforcement agency that initiated the plate impound order.

 

The vehicle owner may submit an administrative review, you may submit the review, but do not replace the plates. The customer should wait for a decision before putting plates on the vehicle. The vehicle owner will have a 45-day permit to allow the vehicle to be driven while they wait for the administrative review to be decided.

 

If the customer insists on purchasing plates, do a change plates transaction and issue special registration plates. These will not be revoked when the impound order is added to the account.

 

If the plates were impounded and the owner was the violator, they are granted a 7-day permit, and will not qualify for an administrative review. They may apply for special registration plates and fill out the PS2041 application, the form has important information the applicant must understand.

 

These “WX” plates allow a person with a valid license to drive the vehicle during the plate impound period and can help facilitate the installation of an ignition interlock device and participation in the ignition interlock device program.  Once the violator is valid they will be able to pay a reinstatement fee and purchase standard plates.


Clarification: Disabled American Veterans plate (these are not veteran plates, no DD214 required)

The Disabled American Veterans (DAV) organization plates are available to members of the DAV. Applicants must provide their DAV membership card to qualify for these plates.

What you need to know:

  • Applicants do not need to provide disability paperwork from the Veterans Administration. No VA Healthcare Card.
  • Applicants do not need to have a service-related disability. No VA Benefit Letter.
  • The plates alone do not authorize the applicant to park in spaces reserved for the disabled.
  • DAV plates do not offer any vehicle registration fee reductions or benefits.

  • The plates are available with the disability access symbol for applicants with a qualifying permanent physical disability in need of disability parking privileges.
    • Have your customer complete the application for disability plates (form PS2904) and check DAV in the veteran service organizations column.
    • A health care professional will need to sign the application and complete the medical statement in section N (page 3).
