What's New in This Update

Reminders from Cashiers

  • Email DVS.Audit@state.mn.us if your office needs help with MNDRIVE financial reports.
  • Please close your reports daily (this includes kiosks). Late closeouts may cause discrepancies with financial reconciling and the need for follow-up communication with your office.  

Driver Services Updates

Driver Servies fees increase Oct. 1, 2023

Driver Services fees will increase on Oct. 1, 2023 due to legislation passed earlier this year. The Driver Services fees page on the website has been updated to show fees as of July 1 and fees as of October 1. 

 

The fee chart is being printed and copies showing fees effective October 1 will be available in the warehouse soon. We will send an update when they are available. In the meantime, please consider printing the web page to reference. 


Knowledge testing in more languages

DVS is excited to announce that our office has been working with Idemia to include more languages and audio for third-party web-based knowledge testing proctors that provide the Class D Knowledge Test through the AutoTest program.

 

Our office hopes to include the new languages the week of Sept. 25 to the program.  Once updated, testers will then be able to choose from:

  • English
  • Spanish
  • American Sign Language
  • Hmong
  • Vietnamese
  • Karen

All of these languages will be offered with audio in addition to the written language that is viewable on the testing computer.  Once implemented all proctors would be required to provide headphones to the customer and must have a speed/bandwidth capable of downloading files at a minimum of 4mb/s.

 

Please ensure that all testers know that they must finish the test in 30 minutes or it will be marked as a failure of the test.  Advise any customer that requires more time to schedule their appointment at a DVS Exam Station.

Vehicle Services Updates

Full vehicle ownership displays in MNDRIVE

Previously, MNDRIVE was not showing full vehicle ownership information in the top-right corner of the ownership account. This has been fixed to show full vehicle ownership information in the top-right corner. If you come across a record where the full ownership information does not appear to be displaying, please contact a motor vehicle liaison about the record in question.

Banner added to vehicle ownership to show linked name has changed

What you need to know

A new banner appears in the vehicle ownership account when the name is changed on a linked account associated with the vehicle. If the name change results in a mismatch between the linked account name and what is listed for the title, then this new banner will appear. A common scenario is when an individual changes their name and updates their driver's license but has not updated their vehicle title. 

 

Specific Cases

  • Renewal only: this will be a warning to the user that is doing the transaction that some additional transactions may need to be done. If the customer is only in to do a renewal the deputy registrar can let the customer know that if they changed the name on their driver's license they may want to come back with their title and change their title in order to match their name change. The user will still be able to complete the transaction. 
  • Other transaction types: if the customer wants to add or remove a lien or apply for a duplicate title the deputy registrar should get the correction form to change the name and then do a change/correct title first to correct the name, then do the add/remove lien transaction so the new title that's printed will show the new name.  
  • Update association: the new banner might also show something that may need to be corrected but a new title may not need to be issued. For example, if the DLN linked to the record is the husbands' name but the vehicle is titled in the wife’s name. We printed the title correctly with the wife’s name and date of birth, but we just need to correct the link. That could be done through change/correct title to update the ownership and NOT print a new title.

This banner shows on the record once the service transaction is completed and will show on the ownership account but does not show in the review case, so you may want to click into the ownership account before a title is issued to make sure the name matches if a DLN is linked.

Lessee update functionality improved

What you need to know

When a renew registration, change plate, replates plate stickers, or add registration transaction is completed and a lessee is removed, added, or changed, the lessee will be updated on the generated cab card for the transaction.


New checkboxes for “no first name” and “no middle name” for primary vehicle owner

What you need to know

This improvement introduced check boxes for "no first name" and "no middle name" for instances when the primary vehicle owner has no middle name, or only a last name. Once the transaction is completed these checkboxes are easily viewable for verification purposes. The check boxes can also be marked by a dealer. 


Reminder

Vehicle Services filing fee increase effective Oct. 1, 2023

As of Oct. 1, 2023, the filing fees for vehicle services transactions will increase by $1.  For renewals the filing fee will be $8 and all other transactions will be $12. All transactions that are processed on or after October 1st should charge the increased filing fee. 

 

EVTR (Electronic Vehicle Title & Registration)

If an EVTR transaction is completed and/or certified at a dealer before 10/1/2023 the transaction HAS been processed and therefore will have the $11/$7 filing fees. If a deputy registrar finds something incorrect with the EVTR transaction and needs to return this transaction to a dealer to reverse and redo on or after 10/1/2023, the new filing fee will be charged when the transaction is being redone.

 

VTAP (Vehicle Title Application and Permit)

If a VTAP transaction is created on or before 09/30/2023 and processed at a deputy registrar before 10/1/2023 the system should charge the $11/$7 filing fee. However, if a VTAP is created on or before 09/30/2023 and then processed at a deputy registrar on or after 10/01/2023 then the system will go by the transaction date and will charge the new filing fee. The individual processing the transaction should cross off the old filing fee and write the new filing fee on the application.

 

Renewals

October renewal letters will be delayed in mailing until October 1st in order to list the new filing fee on the renewal notice. Customers who renew their registration before October 1 will be charged the current fees. Customers who renew on or after October 1 will be charged the new filing fees even if their registration expired before October 1. The filing fee is charged based on the date the customer renews their registration, not the date their registration expires. Customers who receive renewal notices by mail may be charged differently than what is printed on the renewal notice based on when they actually complete the renewal transaction. The customer should be printed a new registration card during the renewal that will properly show the fees that were charged in the renewal.

 

All other vehicle services transactions

All service transactions should be completed and finalized (money taken) on Sept. 30, 2023, in order to properly charge the fees that are calculated on the service transaction. Any transactions not completed and finalized (money taken in) by 9/30/2023 will be discarded systematically and will need to be redone on Monday, Oct. 2, 2023, in order to properly charge the new filing fee.
