Enhanced DL/ID Proof of Minnesota Residency Documents Change
What you need to know
On August 1st, the legislature broadened the definition of home utility services bills used as Proof of Minnesota Residence to include internet and cable bills as acceptable for REAL ID. This change also applies to EDL/EID. Utility bills may now include internet and cable for EDL/EID (List F in the EDL Requirements Document).
USPS General Delivery Addresses
What you need to know
- Did you know that not all post offices offer general delivery? Minneapolis and Saint Paul only have ONE post office in each city that customers can use to pick up their mail via general delivery.
- If a customer asks to have a card mailed to general delivery, ensure that the post office they want it sent to offers that service. You can find which locations offer General Delivery by using the USPS website.
Procedure
- Go to https://tools.usps.com/find-location.htm
- Click Quick Tools and then Find USPS Locations.
- Enter information into the required field (Saint Paul, MN for example).
- Near the Search, click SHOW FILTERS and then click the box for General Delivery.
- Click Search and a list of post offices in the area that offer General Delivery will be listed.
- Make sure the address from USPS shows as VERIFIED in MNDRIVE.

 Make sure what you enter in MNDRIVE matches the address from USPS.
The address should VERIFY – if it does not, please check to see WHY it didn't. It is very likely that something is wrong with the way it is entered in MNDRIVE.
Taking the time to check whether the USPS location the customer wants to use offers General Delivery will improve the customer experience and help them avoid a return trip to an office.
Reminder: remove special plate from record when adding held-for-resale status.
What you need to know
This change was implemented in February 2022 and allows deputy registrars and dealers to remove a special plate from a vehicle record when adding a held for resale notification. This function is used when the owner of the special plate wants to keep the special plate and use it on another vehicle. It allows the owner of the special plate to transfer the plate to another vehicle and the new owner of the vehicle to get new plates.
Procedure Deputy registrars and dealers will see the question when adding a held for resale notification to a vehicle record with special plates; Remove Plate?
- If you answer yes, the special plate is listed as removed and the new vehicle owner will need to obtain new plates when the vehicle is transferred. The record will show the plate as removed but it will not cease the plate from the system. The plate owner can then transfer the special plate to another vehicle.
- If you answer no the special plate remains active on the vehicle record and will transfer to the new vehicle owner if the new owner wants to keep the plate.
- You will not see the question when adding a held for resale notification to a vehicle with standard plates (passenger, motorcycle, commercial). Those plates remain with the vehicle.
Important note
If a dealer does not remove the special plates when doing the held-for-resale transaction the system will not allow an EVTR transaction to be reversed, because the special plates are now active on another vehicle.

Sherburne county wheelage tax increase
Sherburne county wheelage tax is increasing from $10.00 to $20.00 for vehicles with a registration period that begins on or after 01/01/2024 (which means vehicles expiring 12/2023 or later).

This is the only wheelage tax change for the 2024 calendar year.
