Driver’s License Death Notifications

The DPS-DVS Fines and Investigation Unit has arranged to receive monthly death notifications from the Minnesota Department of Health (MDH). DPS-DVS will use the MDH data to update MNDRIVE and change the status on affected driving records to deceased.

We will not update a record if there is more than one person with the same name and date of birth. Family or friends of the deceased can still submit their own documentation (death certificate, obituary notice, or memorial card) to change the status on the driving record to deceased. They can check driving status online at drive.mn.gov.

Updating the record status prevents the fraudulent use of the deceased’s name and date of birth. It also stops DPS-DVS from sending renewal notices or other correspondence to the deceased.

 

Minnesota issued Certificate of Foreign Birth

Effective immediately, a Minnesota-issued Certificate of Foreign Birth or one from another state is acceptable as:

  • Primary proof of identity for a standard driver’s license or ID card.
  • Proof of legal presence, identity, or date of birth for a REAL ID (List A).

 

You cannot accept a U.S. state-issued foreign birth certificates as proof of citizenship for commercial or enhanced driver’s licenses or ID cards.

Procedures for Scanning Office Reports

Scanning offices can combine reports and paperwork and mail to DPS-DVS once a week.

 

Apportioned Bus Plates

The DPS-DVS IRP/IFTA unit began to issue new apportioned bus plates in August. We sent motor carriers apportioned bus plates for any vehicles currently in their fleet that displayed regular prorate plates. Moving forward, any vehicles that a motor carrier registers as a bus will receive the new plates.

AAMVA Weekend Outages

SAVE/VLS will be unavailable starting at 7 p.m. on Saturday, Sept.24, 2022. Service is expected to resume by 3 a.m. on Sunday Sept. 25.

All AAMVA supplications will be unavailable on Sunday, Sept. 25 from 1 a.m. to 8 a.m.

Disability Parking Certificates

Effective immediately:

  • If you scan the disability parking certificate application when staging a certificate request, do not send the paper application to DVS. Mark or stamp the application and return it to the customer for their records.

  • If you do not scan the applications, continue to send the paper disability parking certificate application to DVS and provide a copy of the application to the customer when requested.

Auto-Approval:

Many certificates are now auto-approved so be mindful when entering the information.

  • Verify the address with your customer to ensure you have captured it correctly.

  • Verify the expiration date written by the health care professional to ensure the correct certificate type is issued.

  • Do not to enter the driver’s license number of a parent or guardian when staging a disability parking certificate application for minor children or any applicant who does not have a driver’s license or state issued ID card. Entering the driver’s license number of the parent or guardian can lead to the medical cancellation of their driving privileges.

  • Do not stage a renewal for a 6-year permanent disability parking certificate as a new certificate. Doing so prompts DVS to request new medical information unnecessarily.

Your careful attention when staging a disability parking certificate request means the customer receives the correct certificate in a timely manner and helps to avoid situations that can delay the processing of the application.

 

EVTR Lien Release Date

The stage at which the lien release date is required changed from the first stage (submission) to the final stage (certify). The change was made to reduce the instances where an incorrect lien release date was entered because it wasn’t known at the first stage.

Putting the lien release date requirement at the final stage (certify) inserts it with the transaction data and means the service transaction reflects the lien was carried forward and will be accurately reflected on the title review case.


Special Plate Applications

Incomplete information or missing signatures on special plate applications continues to result in processing delays.

Here’s what you can do to help:

  • Use the correct application for the plate type requested to ensure all required information is captured.
    • PS2904 for all disability plate types
    • PS2010 for other special plate types
    • PS2013 Gold Star License Plate application
  • Make sure all information required for personalized and disability license plates is entered so we can determine the plate type requested.

  • Double-check and affirm with the applicant that they have applied for the correct plate design.

  • Make sure explanations for personalized plate selections are detailed. Generic explanations like “just like it” “personal” or “nickname” require us to reach out to the customer for more information.

  • If the applicant changes their mind about the order of personalized plate preferences (1-3), have them fill out a new form. Do not attempt to draw arrows or renumber choices.

 

Clarification: Disabled American Veterans Plate

The Disabled American Veterans (DAV) organization plates are available to members of the DAV. Applicants must provide their membership to qualify for the plates.

What you need to know:

  • Applicants do not need to provide disability paperwork from the Veterans Administration.

  • Applicants do not need to have a service related disability.

  • The plates alone do not authorize the applicant to park in spaces reserved for the disabled.

  • The plates are available with the disability access symbol for applicants with a qualifying permanent physical disability. Have your customer complete the application for disability plates (form PS2904) and check DAV in the Veteran Service Organizations column. A health care professional will need to sign the application and complete the medical statement in section N.
