Private Name or Address

DPS-DVS decided to remove the private name and address option from dealer transactions in VTAP after we continued to see a high volume of correction requests.

There is no change to deputy registrar procedures. You still have the option to add a private name and/or address.

Only customers who have a concern for their safety or the safety of their family should have their name and/or address listed as private.

Customers who want their name and/or address listed as private can submit a completed Motor Vehicle Private Data Request (PS33202MV) form:

Stevens County Wheelage Tax

The $15 wheelage tax for vehicles kept in Stevens County was not collected with registration renewals for vehicles that expired January through May. Recent updates to MNDRIVE address this issue.

  • DPS-DVS sent letters to customers who owe the wheelage tax asking them to submit the $15 payment online at drive.mn.gov or directly to DVS by mail.

  • Customers who do not submit payment will have the charge attached to the next in-person transaction. The vehicle ownership record will have an alert that says Pay Account Balance on Next Transaction. Deputy registrars will need to collect the $15 payment on the next in-person renewal, plate or title transaction. Scanning the barcode on the letter will bring up the vehicle record should the customer elect to pay in person when doing the next renewal, plate or title transaction.

Driver’s License Fees

The following correction appeared in the June 17 edition of the weekly update.

There is a correction to the information shared in last week’s update about the 75-cent decrease of driver’s license fees. The 75-cent decrease does not apply to duplicate licenses. The 2022 DL/ID fee chart on Info Hub is correct.

Reminder: MSRP Differences

Manufacturers are continually updating VINTEL. It is very likely that you will come across differences between the Manufacturer’s Suggested Retail Price (MSRP) listed on the pre-printed title application from the dealer and the MSRP in MNDRIVE, especially if more than a week has passed since the dealer entered the pre-application.

Override the pre-populated MSRP in MNDRIVE to match the dealer paperwork. You will need approval from a motor vehicle liaison if the difference is more than 10 percent.

Example of when to override the MSRP.

Real ID and EDL/EID Trust Document Clarification

This is a clarification for the article that appeared in last week’s update. A trust document is acceptable in the following situations:

When using the trust document as proof of address:

  • Example 1: Jane Doe Living Trust and/or Jane Doe – Acceptable
  • Example 2: Jane Doe John Doe  - Jane Doe Living Trust  -- Acceptable
  • Example 3: Jane Doe Living Trust -- NOT acceptable

When using the trust document as proof of full legal name, the full legal name must be spelled out and clearly separate from the trust entity listed on the document.

  • Example 1: Jane Doe Living Trust and/or Jane Sample Doe – Acceptable
  • Example 2: Jane Doe Living Trust and/or Jane Doe – Not Acceptable because the full legal name was NOT spelled out completely.

Helpful MNDRIVE Updates

FAST implemented two updates to MNDRIVE that should clear up some issues deputy registrars were experiencing.

Recreate Purge Transaction: Deputy registrars are now required to enter the original issue date for the recreated title record. Not entering the date caused some issues in the background. We covered this topic in the June Time with Training and there is a topic in the MNDRIVE help manager that covers this change. Please reach out to the motor vehicle liaisons if you have difficulty establishing the original issue date of the title.

VTAP Barcode:
The barcode at the top of a VTAP PS2000 did not bring up existing vehicle information when scanned. Deputy registrars can now use the barcode to start the new/transfer title and registration transaction without having to manually type in the confirmation number.
