Real ID and EDL/EID Trust Document Clarification
This is a clarification for the article that appeared in last week’s update. A trust document is acceptable in the following situations:
When using the trust document as proof of address:
- Example 1: Jane Doe Living Trust and/or Jane Doe – Acceptable
- Example 2: Jane Doe John Doe - Jane Doe Living Trust -- Acceptable
- Example 3: Jane Doe Living Trust -- NOT acceptable
When using the trust document as proof of full legal name, the full legal name must be spelled out and clearly separate from the trust entity listed on the document.
- Example 1: Jane Doe Living Trust and/or Jane Sample Doe – Acceptable
- Example 2: Jane Doe Living Trust and/or Jane Doe – Not Acceptable because the full legal name was NOT spelled out completely.
Helpful MNDRIVE Updates
FAST implemented two updates to MNDRIVE that should clear up some issues deputy registrars were experiencing.
Recreate Purge Transaction: Deputy registrars are now required to enter the original issue date for the recreated title record. Not entering the date caused some issues in the background. We covered this topic in the June Time with Training and there is a topic in the MNDRIVE help manager that covers this change. Please reach out to the motor vehicle liaisons if you have difficulty establishing the original issue date of the title.
 VTAP Barcode: The barcode at the top of a VTAP PS2000 did not bring up existing vehicle information when scanned. Deputy registrars can now use the barcode to start the new/transfer title and registration transaction without having to manually type in the confirmation number.

Deputy Registrar Audit
Deputy registrars who have concerns or issues about a daily financial report should email DVS.Audit@state.mn.us. The audit unit monitors this email box hourly.
Deputy Registrar Auditor
Katie Mancuso is retiring after 41 years of state service. Her last day with DVS is July 5. Katie has been the rock of the deputy audit section and we could not let her go without wishing her well on this new adventure.
Katie was an auditor in a combined processing group (CPG) when she started with DVS. She has seen us through the challenges that often accompany change. As she put it, “We made it through paper reports, eSupport, MNLARS and now MNDRIVE.”
Katie told us she is leaving with many good memories of a job she found gratifying and enjoyable. “I will miss talking to the deputy registrars, the phone calls and e-mails,” she remarked.
We’ll have more information about deputy audit functions in the weeks ahead. Like Katie always says, there is never a problem or error we can’t fix. Good luck Katie!
Trust Documents and REAL ID/EDL Applications
We will no longer accept a 1099 form tied to a trust account as proof of Social Security Number (SSN) for Real ID and Enhanced credential applications. The 1099 form represents the trust as a separate entity, and not the individual applicant.
You can accept other financial documents tied to a trust account as proof of residency, identity, or full legal name only if they show the name of the individual applicant. This includes investment portfolio, bank statements, or mortgage documents.
Safe at Home (SAH) Documents
Safe at Home (SAH) participants need to have their SAH card with them when they apply for a REAL ID or EDL credential. The address on their proof of residency and identity documents can show their physical address or their SAH address.
Reminder: Applications for Special and Disability Plates
The DPS-DVS Special Plate unit has seen a rise in the number of special plate or disability plate requests where the deputy registrar checks the source documents box but does not provide a signed plate application. Customers are required to sign an application for special or disability plates in most situations.
- An Application for Special Plates (PS2010) is auto-generated by MNDRIVE. Have the customer sign the application and scan it to the record.
- An Application for Disability Plates (PS2904) is not generated by MNDRIVE. The customer needs to provide the application with appropriate signatures for all disability plate types. You need to scan it to the record
Please be sure to check the application to ensure there is no missing information, such as name, address, etc.
You do not need a special plate application if the customer is applying for duplicate special plates or disability plates or for special plates stocked in your office (e.g., critical habitat).
Worthington VIN Inspection Site
DPS-DVS closed the VIN inspection site in Worthington until further notice due to staffing limitations. Customers can no longer schedule an appointment at that location and we are updating the DPS-DVS website to reflect this change. Customers can go to the Eagle Lake VIN inspection site.
Certified Records
Paying and non-paying data users who have an account in MNDRIVE e-Services for Business are now able to print their own certified record copy.
Online-certified records and certified records issued by the DVS Records unit will look the same. Those issued by the records unit will no longer have an embossed (raised) seal and will only show the electronic signature of the DVS director.
