Loper has more than 20 years of managerial experience in testing, healthcare, technical support, and finance. He stared his career with DVS in 2018, serving in leadership positions in the Public Information Center (PIC).

Loper has lived in Minnesota since 1991, holds a bachelor’s degree from Pacific Lutheran University, and a masters from Bethel University. He and his wife Lisa have three daughters. When not at work, Loper enjoys outdoor activities such as cross-country skiing and bicycle riding.

Electronic Liens

The electronic lien (e-Liens) pilot project began last week with a small group of lending institutions. Participating lienholders create an account in e-Services for Business that allows them to store, track and release a lien electronically in MNDRIVE.

What you need to know:

  • DPS-DVS does not send a lien card to e-lienholders. Lienholders not participating in the e-lien project will still receive lien cards.
  • E-lienholders release liens electronically through MNDRIVE. The customer does not need to provide a hard copy of a lien release to remove it from the title.
  • The customer will automatically receive a notification letter when an e-lien is released.
  • The lien release date will auto populate in MNDRIVE in transactions to add or a remove a lien, transfer title, and clear dealer conditionals.
  • The lien will appear on the vehicle record until the customer updates the title or transfers the vehicle.
  • You can find an e-lien topic and FAQ in the MNDRIVE help manager.

There are two ways to determine if an e-lien was released:

From the MNDRIVE vehicle ownership account:

  1. Search for the vehicle in the Search Manager and navigate to the vehicle ownership account springboard.
  2. Click the Liens subtab under the registration tab.
  3. An additional section displays below the liens section if the e-lien was released and shows the electronic release date.

From the DPS-DVS public website
drive.mn.gov:

  1. Select More Vehicle Services from the Vehicle Services panel
  2. Click “Check My Vehicle Status” from the list of options.
  3. Enter the vehicle’s VIN and click Search.

There will be a released date and a lender release note if the e-lien was released.

Helpful Information

You can determine if a lien was filed electronically by clicking on the Primary Business hyperlink for the lien under the liens subtab in MNDRIVE.

An electronically released lien is added to the list of letters on the account in the CRM tab under the letters subtab. This letter automatically sent to the customer when the e-lien is released.

Procedure Change: Suffix Missing from DD214

The report of separation (DD214) for a customer who wants to add a veteran indicator to their driver’s license or identification card is sometimes missing the suffix (Jr., I, II, etc.). We could not process the application because the DD214 didn’t match the MNDRIVE record.

Effective immediately it is okay to accept the DD214 without the suffix if the date of birth on the DD214 matches the date of birth on the customer’s record. This procedure change only applies to a missing suffix. It does not apply to any other name changes. Please contact DSCO if you have questions about this procedure change.
