February Training
Join the DPS-DVS training team and the dealer unit as they cover business rules and processes. The sessions are not required but one person from each dealership is encouraged to attend. Please share this information with your title clerks. Pre-registration is not required.

If you experience a Cisco WebEx error (meeting ended or canceled) follow these steps:
- Close your internet browser.
- Reopen your internet browser.

Right-click and Copy the link for the session you wish to join.

Paste the link into your web browser's address bar and press Enter.
- Continue joining the meeting normally.
- You may need to repeat this process 2-3 times.

Dealer Plates and License Renewal
Dealers who need to renew dealer plates and their dealer license should not use the “order plates” transaction in MNDRIVE e-Services. Dealers should instead renew dealer plates in dealer license renewal. This prevents dealers from receiving plates that expire in less than a year.
Residential and Mailing Address
Dealers should enter a residential address in VTAP. Enter a mailing address only after entering a residential address. The residential address will not update correctly unless dealers enter the information in VTAP twice.
Dealer Updates
Dealer updates will return to monthly beginning in February. DPS-DVS will continue to send special updates and notices as needed.
Reminder: Temporary Registration Permits
Dealers must issue all temporary registration (21-day and 31-day) permits through MNDRIVE e-Services for Business.
- You must affix the new style temporary permit in the rear license plate holder not in the window of the vehicle.
- Destroy the now obsolete yellow paper permits.
To begin issuing permits through MNDRIVE dealers need to:

Driver’s License Photocopies
Dealers need to photocopy the front and back of a buyer’s out-of-state driver’s license and submit the photocopies with the title transaction.
Pollinator Plates Available
The new pollinator critical habitat plate is available for purchase. All deputy registrars have the plates in stock. The plate is available with a disability emblem.
DPS-DVS updated both the disability and special plate applications to include the pollinator plate. They are available on the DPS-DVS website.
Odometer Disclosure Rule Change
The National Highway Traffic Safety Administration (NHTSA) amended the odometer disclosure requirements in 49 CFR580.17 in 2019. The amended rules became effective on Jan. 1, 2021.
The previous rule exempted vehicles 10 years or older from the odometer disclosure requirement. The amended rule exempts vehicles 20 years or older. The amended rule only applies to vehicles that are 2011 model year or newer. Vehicles manufactured with a 2010 model year or older remain exempt.
What this means to you: Sellers and lessees of 2011 or newer vehicles are required to complete an odometer disclosure until the vehicle is 20 years old. The chart below shows when model years are exempt from an odometer disclosure.
