Sale to Minnesota Motor Carrier
There has been some confusion about what fees to charge and what documents to submit when a truck or truck tractor is sold to a Minnesota motor carrier who intends to register the vehicle in the Minnesota IRP (prorate) class.
Documentation
Dealers are required to submit to DVS or a deputy registrar:
- A completed and signed application for title and registration (PS2000 or Minnesota title).
- Proof of ownership document, such as manufacturer’s certificate of ownership (MCO), out-of-state title, or Minnesota title.
- Any other required supporting documents, such as a lien release.
The dealer must also:
- Record the motor carrier’s Minnesota IRP (prorate) account number in the sales tax declaration area of the PS2000 or Minnesota title.
- Provide the motor carrier with copies of all documents submitted to DVS or deputy registrar.
Fees Due:
Collect and submit the following fees with the title transaction:
- $3.50 public safety vehicle (PSV) fee
- $10 transfer tax
- $8.25 Title/transfer fee
- $2.25 Title Technology Surcharge
- $2 lien fee, if applicable
- $11 filing fee
DO NOT collect sales tax or registration tax. The motor carrier pays the taxes when they obtain IRP (prorate) class license plates through the Explore system, DVS, or a deputy registrar authorized to provide IRP services. The taxes are prorated based on the percentage of miles the vehicle is driven in Minnesota.
Secure Reassignment Forms
Reassignment of ownership must take place on a secure document, usually the vehicle’s certificate of title. Licensed Minnesota dealers may use a secure reassignment in the following situations:
- When all of the reassignment areas on a title are full.
- When the dealer has sold the vehicle but the title is not available.
- With an out-of-state title, provided the Minnesota licensed dealer appears as the seller or buyer on the form.
The Minnesota Auto Dealers Association (MADA) and Northland Independent Automobile Dealer Association (NIADA) produce and distribute the Minnesota secure reassignment form.

New MNLARS User
The data use representative (DUR) at each dealership is responsible for approving MNLARS access for new users. The DUR received an email from DVS Data Services with a link and token for user self-registration when they first assumed DUR responsibilities.
Instructions for setting-up a new MNLARS user:
- New user completes the record access agreement.
- DUR keeps the signed agreement on file at the dealership so it is available to DVS upon request.
- DUR provides new user with the link and token to self-register.
- After new user self-registers, DUR logs into MNLARS and approves the new user.
If your DUR has lost their link and token email, have them email dvs.dataservices@state.mn.us and request a new one.
Vehicle Title and Registration System (VTRS)
Subject matter experts (SMEs) from deputy registrars and DVS, along with staff from Fast Enterprises have been busy laying the framework for VTRS, which will replace MNLARS in November 2020. The past few months have been very productive.
- Initial development for dealer registration has begun.
- Discussions around plate inventories for EVTR vendors have started.
- Some registration transactions have been built and reviewed.
- Personalized plate case development is underway.
- Initial development for fleet registration is complete and has been demonstrated.
- Initial fee calculations for title fee, duplicate title fee, and wheelage tax are ready for testing.
We are looking forward to January when a representative from MADA will join the team as a dealer subject matter expert. We will continue to keep you posted on the project’s progress in the weeks ahead.
November Vehicle Registration Renewals
The registration renewal notices for vehicles that expire in November will have two important messages:
- A message encouraging owners to check their vehicles for open recalls.
- A new message about REAL ID.
DVS emails renewal notices to dealers via Gov. Delivery about four to six weeks before the license expires.
ESupport Online Dealer License Renewal
How To Reactive an ESupport Username
- Click on the “Forgot Your Password” link on the login page.
- You will receive an email from DPS Tech Support with additional instructions.
How to Obtain an ESupport Username
Send an email to dvs.dataservices@state.mn.us and include:
- Name of dealership
- Dealer number
- Name of the individual who will complete the license renewal process and their email address The email address must readily identifiable as the user’s personal e-mail such as john.doe@123.com or john.doe.companyname@123.com.
Dealer License Expired More Than 60 Days
Dealer licenses expire on the last day of the expiration month. If your dealer license is expired for more than 60 days, you will need to reapply for a new license. If you have a question email: dvs.dealerquestion@state.mn.us
