Continuity of Operations Plans Due Today, May 15

In response to an emergency preparedness initiative, ECN is requiring a Continuity of Operations Plan (COOP) for all 102 Minnesota PSAPs to be completed and submitted to our office today.  COOPs may be sent via email to ECN Standards & Training Coordinator, Cathy Anderson.

To date, we have received 37 COOPs, and 5 PSAPs have filed a formal request for an extension of the deadline. 

We are eager for the remaining PSAPs to either submit a Plan or identify a reasonable extension date for future submission. 

There have been concerns expressed by some PSAPs about sharing their COOP with ECN, given some of the data contained within may fall under the definition of being non-public or data private information. 

You may mark pages of the Plan that contain sensitive security or personnel information as CONFIDENTIAL.  Alternatively, you may redact security or personnel information leaving the pages inserted by removing all sensitive data under each title and placing a REDACT note on each affected page. 

Per MN DPS legal counsel, once these plans come into our possession and control, any requests for information under the Freedom of Information Act will be reviewed using the State of MN data practices analysis. 

ECN, as a matter of course, will notify a PSAP if a request has been made of us for information on their behalf in advance of our providing anything.
