Special Transportation Services (STS) updates
The Minnesota Special Transportation Services (STS) rules were updated in September 2023. One of the changes requires drivers to complete and document a daily visual safety inspection for each STS vehicle.
What the rule says (MN Rule 8840.5950, Subp. 1(B)): Providers must ensure that a daily visual safety inspection is conducted. A record of each inspection must include:
- The date
- Vehicle mileage at the time of inspection
- Any repairs or replacements needed
The record must be kept on a form prescribed by the commissioner or on another form that includes the same required information.
The daily visual inspection must include checking:
- Vehicle brake
- Parking brake
- Steering mechanism
- Lighting devices and reflectors
- Tires
- Horn
- Wipers
- Mirrors
- Emergency equipment
- If applicable: wheelchair ramps and lifts, lift electrical systems, lubrication points, and fluid reservoirs
- If applicable: wheelchair securement or stretcher securement devices
Where to find the inspection form: Visit the MnDOT website: https://www.dot.state.mn.us/cvo/sts/resources.html Scroll to Sample Forms and select “STS Daily Vehicle Inspection Report.”
It is important that every STS vehicle is inspected by the driver each day. During an MnDOT inspection, if a vehicle has defective or missing safety items, the Daily Vehicle Inspection Report may be requested for review.
