Metro - Hwy 65 in Blaine: 2026-2030 construction

103rd Way closes at southbound Hwy 65 in Blaine on Tue, Sept. 22

As work begins on the new sanitary sewer and water lines along the west side of Hwy 65 in Blaine, 103rd Way at southbound Hwy 65 will close on Tue, Sept. 22 through mid-October, weather permitting. The new sanitary system will require an approximately 24-foot deep by 55-foot-wide excavation across 103rd Way. During the closure, you’ll need to follow the signed detour west on 104th Way and south on Buchanan St. to reach 103rd Way. Sealcoating roads in Blaine International Village, from Sept. 28 through Oct. 2, will require a separate signed detour route during the work. We appreciate your patience while we make these improvements. Visit 511mn.org or download the free 511MN app for real-time traffic and travel information. Please note that all timeframes are approximate, subject to change, and weather and schedule dependent

Please drive with care in work zones:

Slow down when approaching every work zone, then navigate with care and caution. Stay alert; work zones constantly change. Watch for workers and slow-moving equipment. Obey posted speed limits. The fine for a violation in a work zone is $300. Minimize distractions behind the wheel. Be patient; expect delays, especially during peak travel times.

More about this project

The five-year project will convert the existing at-grade intersections at 99th Ave., 105th Ave., 109th Ave. and 117th Ave./Cloud Dr. into interchanges, with Hwy 65 traveling above. The project also includes a pedestrian bridge across the new freeway between 113th and 114th Avenues, rerouting existing local street/driveway connections using frontage/backage roads between 97th Ave. and 121st Ave. along with reconstructing existing sidewalk along the road to meet Americans with Disability Act (ADA) standards.

When completed in summer 2030, this project will provide a smoother road surface and extend pavement life, enhance accessibility, reduce congestion, improve traffic flow and improve safety along the road.
