MnDOT’s updated cost participation policy

In February 2026, MnDOT adopted an update to the agency’s cost participation policy (CPP) after a nearly two-year process of working with cities, counties and townships to revise the policy. The CPP and accompanying manual outline construction cost and maintenance responsibilities for trunk highway projects with local units of government. The updated policy made numerous changes, including establishing an individual project maximum contribution for trunk highway fund-eligible items on MnDOT-led projects. This presentation will cover the update process, major changes to the policy framework and specific changes to traffic related topics like roundabouts, signals, lighting, RRFBs, interchanges, frontage roads, and detours.

Presenter: Philip Schaffner

Philip Schaffner is currently on mobility as the acting South Area Manager in MnDOT Metro District responsible for Carver, Dakota and Scott Counties until October 2026. He has worked at MnDOT since 2009 and has held a variety of planning-related positions. When he is done with the mobility in metro he will return to his position as the director of the Office of Transportation System Management responsible for statewide planning, capital programming, performance and risk management, and transportation data and analysis. Prior to joining MnDOT, he held positions at the Volpe National Transportation System Center in Cambridge, MA and a nonprofit affordable housing developer in Minneapolis, MN. He has a bachelor’s degree from Grinnell College and a Masters in Public Policy from the Harvard Kennedy School of Government. Visit the Traffic Topics website.
