Special Transportation Service (STS) and Limousine Compliance Corner
To ensure all motor carrier vehicles are safe and reliable, MnDOT conducts required annual inspections of all Special Transportation Services (STS) and limousine vehicles. Inspectors check safety equipment (including fire extinguishers and emergency triangles) and vehicle components (including tire tread and brake lights). If something is found missing or not working as designed, this is noted as a “violation” in the report.
When violations are listed on the inspection report, the limousine operator or STS provider is required to correct all violations. MnDOT inspectors conduct the scheduled annual inspection and also inspect vehicles after a complaint is filed and investigated. In addition, inspections are conducted at random roadside compliance checks (such as limousine inspections at the MSP International Airport).
When a vehicle is found to have a violation, the violation must be corrected within 15 days. MnDOT can inspect a vehicle after 15 days to ensure the violation has been fixed. However, if a vehicle is found to have an “Out of Service” violation, that vehicle cannot be used until that violation is corrected. The “Out of Service” may be labeled as “OOS” on the inspection report.
An “Out of Service” violation is when the vehicle has been found to be in a condition that is likely to cause an accident or break down. An example is a tire with less than 2/32” of tread. This violation means that the tire needs to be replaced prior to being used for either STS or limousine trips.
An example of how this appears on the inspection report is shown below:
