Innovation Focus
A Note from MnDOT's Innovation Director
Innovation isn’t just a buzzword—it’s a mindset that transforms how we serve our communities. At MnDOT, we know that embracing innovation is essential to staying ahead of challenges, delivering smarter solutions, and continuously improving the way we work.
Recently, I participated in the NCHRP Project 20-68A U.S. Domestic Scan on Developing and Maintaining a Culture of Innovation within DOTs. This national collaboration brought together transportation professionals from across the country to exchange ideas and explore how agencies are building cultures that empower people, encourage bold thinking, and celebrate progress. From leadership and employee engagement to collaboration, communication, and recognition, the scan highlighted proven strategies that help innovation thrive.
Because when we invest in a culture of innovation, we invest in a better future—for our teams, our infrastructure, and the communities who count on us every day.

Smart Spreadsheet Cuts Time, Boosts Accuracy in B3 Reporting
 Source: Benchmarking: Minnesota Public
Melissa Strommer, who leads B3 Benchmarking for MnDOT District 8, has created a utility conversion spreadsheet that’s making a big impact on how shared facility data is calculated and reported. With 20 sites to manage, Melissa developed a multi-tab, formula-driven tool to streamline the process of preparing data for entry into B3—a statewide platform used to track energy use and efficiency in public buildings. By automating calculations that were once done manually, the spreadsheet has significantly improved accuracy, saved time, and increased overall reporting efficiency. Melissa hopes other districts managing shared facilities will find value in this approach and is happy to help customize the tool to match individual reporting needs.
MnDOT Contributes to National Innovation Culture Scan
MnDOT staff recently participated in the NCHRP Project 20-68A U.S. Domestic Scan on Developing and Maintaining a Culture of Innovation within DOTs, which brought together transportation professionals from across the country to explore how agencies are creating environments that support continuous improvement and innovation. The scan focused on successful strategies in leadership, employee empowerment, measurement, collaboration, communication, and recognition. Participants, including MnDOT, shared and learned from practical examples of how fostering a strong innovation culture can improve performance, boost morale, and better serve the public. The findings and recommendations from this national effort are now available in the Final Scan Team Report, offering valuable guidance for agencies looking to start or strengthen their innovation programs.

On April 3, 2025, MnDOT's Office of Research & Innovation hosted an Innovation Hour, focusing on transportation research implementation—a process that helps bridge the gap between research findings and practical applications on the ground. The session highlighted key projects that are shaping the future of transportation safety and efficiency. Ethan Peterson presented on Human Factors: Optimizing Crosswalks and Aesthetic Surface Treatments, exploring ways to improve pedestrian safety and design aesthetics. Tony Kasella and John McClellan shared insights into Debris Removal Devices and Whelan Core Lighting Systems on Freeway Incident Response Safety Team (FIRST) trucks, aimed at enhancing incident response effectiveness. Glenn Gadbois concluded the session with a discussion on Innovative Contracting and Response from Communities, offering new strategies for improving collaboration and project delivery.
