Special Transportation Service (STS) Compliance Corner
 During the required annual STS vehicle inspection process, we often find that not everyone has the required safety equipment. Per Mn Admin Rules 8840.5925, all STS vehicles need to have the following safety equipment:
- A fully charged, dry chemical fire extinguisher that has not less than a 5B:C rating and a gauge indicating the charge level of the fire extinguisher.
- If the vehicle is not a van and is carrying the fire extinguisher in the trunk, a notice that is affixed to the dashboard must state, “A fire extinguisher is in the trunk of this vehicle.”
- In other vehicles, the fire extinguisher must be securely mounted on a bracket and readily accessible to the driver in case of an emergency.
- A dust-proof first aid kit that is labeled, “First Aid”. The kit must have the following items:
- sterile gauze pads
- soft roll bandages
- adhesive tape
- scissors
- A dust-proof body fluids cleanup kit, labeled in a way that indicates it is a body fluids cleanup kit.

The vehicle must be equipped with a working radio, cellular telephone, or other means of two-way communication. If a cellular telephone is used to satisfy this requirement, the vehicle must meet the hands-free standards under Minnesota Statutes, section 169.475.
- An operable flashlight.
- When necessary for the securement of passengers, the vehicle must include a seat belt extender that meets the specifications of the manufacturer. The extender must work with your vehicle seat belts.
- Three emergency warning triangles. Both sides must consist of red reflective and orange-fluorescent material. Each of the three sides must be 17 to 22 inches and two to three inches wide. The warning triangles must be kept clean, in good repair and readily available.
- Each vehicle must carry a blanket.
- Each vehicle must carry an ice scraper from October 1 to April 30.
- If a vehicle has an interior fuse box, spare fuses must be carried.
- A tool designed to cut securement straps. The tool must not have an exposed sharp edge or be the type that could be used as a weapon.
