D3 - Hwy 10 & Hwy 23 in St. Cloud: 2023–2024 construction
All lanes, access ramps, traffic signals, frontage roads, sidewalks and trails on the Hwy 10 and Hwy 23 interchange project in east St. Cloud, Benton County, are open!
This marks the completion of the two-year construction project that began in April 2023.
We hope you enjoy our new, smoother road surface that includes turn lanes, shoulders and entrances on both directions of Hwy 10 between 15th Ave. SE and Benton Dr., and Hwy 23 between Wilson Ave. SE and east of Benton Co. Rd. 1
The two new Hwy 23 bridges over Hwy 10 with reconfigured on/off ramps and traffic signals improve motorist traffic flow and safety through the interchange area.
Wrap-up work will continue through late November. Motorists may encounter periodic lane or shoulder closures. Traffic signal systems will also be monitored and adjusted.
The new City of St. Cloud Fourth St. SE bridge, known as the East Side Crossing, over Hwy 10 connects the east and west frontage roads for drivers and pedestrians.

Frontage road construction can also be seen along Hwy 10. This included underground city utilities and storm water drainage.
Traffic signal systems were updated at Hwy 23 and Lincoln Ave. SE, Hwy 10 and E St. Germain St. and Hwy 23 and E Division St./14th Ave. SE.

Hwy 10 was lowered about 10 feet and Fourth St. approaches were raised six feet to ensure the ground clearance beneath the new bridge. Also, concrete retaining walls were molded and stained to look like granite.

New sidewalks and neighborhood trail connections now provide safer pedestrian and bicyclist options in the community.
