Winter is right around the corner, and progress on the 11th Street underpass project will continue through the winter as weather allows. By next Friday, Nov. 22, First Avenue N will reopen between 8th Street and 9th Street.
Next week: Railroad crossing closure on 8th Street
Starting Monday, Nov. 18, lasting for approximately four days, the railroad will be closing the crossing on 8th Street/Highway 75 between Main Avenue and Center Avenue for repairs. Traffic will be detoured to Fifth Street and 14th Street. This work is separate from the underpass project.
Construction progress
Bridge abutments are the focus of the work right now on the project, and piling will continue at both locations through winter as the weather allows. For the Hillsboro line, the north bridge, the west abutment of the bridge has been poured, and they're currently working on piling for the east abutment. At the south bridge, for the KO line, they're forming up the abutments, getting iron installed and preparing for concrete pours.
The pressurized pipe along First Avenue has been installed up to 10th Street, and paving has been completed up to 9th Street, which will reopen by next weekend.
At the future lift station, near First Avenue and 11th Street, they've started to remove the forms, revealing the walls of the structure.
Over in Memorial Park, the city has reinstalled the playground equipment, and work on the outfall is wrapped up.

Work will start to slow down over the winter, but they'll continue to work as the weather allows. Full operations on the project will resume in March. A reminder that the current work zones and detour will remain in place over the winter, even when crews aren't on site.
Never enter an area that's blocked by barriers or cones. These boundaries are for your safety.

We mentioned in our last email update, but in case you missed it, there has been a change to the staging schedule. Instead of working on Center Avenue in 2025, they will switch next year's focus to Main Avenue. Work on Center Avenue will then begin in approximately October 2025 lasting through October 2026. Portions of First Avenue North will remain closed until Fall 2025 for Stage 1 work to be completed.
Construction logistics and traffic mobility were the primary reasons for this decision. The section on Main Avenue is a smaller portion of the project, whereas the work on Center Avenue ties the entire project together. In addition, when Center Avenue is closed, Main Avenue and First Avenue will be open to traffic. This change will help minimize long-term traffic impacts and better maintain downtown traffic flow through the 11th Street project.
We appreciate the community's understanding and apologize for any inconvenience the change causes. If you are a business in the project area and have not yet spoken to the business liaison about this change, please call 218-292-8779 if you have questions or concerns.

Other reminders
-
Train horns have resumed in the Downtown Quiet Zone during construction hours (Monday - Friday, 6am - 7pm). This is a requirement of the railroad, and we appreciate your understanding as worker safety is prioritized.
-
Moorhead businesses are open during construction! If your destination falls within/near the work zone or along the detour routes, please check in with the business to determine the best route there.
-
Never enter an area that's blocked by barriers or cones. It is not safe to drive, walk or bike around barricades, even in areas where workers aren't present or active. Those boundaries are set up for your safety. There are signed detours installed for both motorists and pedestrians. Please use those routes.
