D3 - Hwy 10 & Hwy 23 in St. Cloud: 2023–2024 construction
The MnDOT project team is excited to announce all lanes, access ramps, traffic signals, frontage roads, sidewalks and trails on the Hwy 10 and Hwy 23 interchange project in east St. Cloud, Benton County, will open to travelers late Saturday afternoon, Nov. 2, 2024.
This marks the completion of the two-year construction project that began in April 2023.
“MnDOT is proud to deliver this $43.7 million interchange project to the traveling public,” shared MnDOT District 3 Engineer Mike Ginnaty. “This long-term investment in our Hwy 10 and Hwy 23 infrastructure will reduce congestion and improve traffic flow for the next 60-plus years."
Traveler benefits for this project include:
- A new, smoother road surface that includes turn lanes, shoulders and entrances on both directions of Hwy 10 between 15th Ave. SE and Benton Dr., and Hwy 23 between Wilson Ave. SE and east of Benton Co. Rd. 1
- Two new Hwy 23 bridge structures over Hwy 10 with reconfigured on/off ramps and traffic signals for improved motorist traffic flow and safety through the interchange area
- A new City of St. Cloud Fourth St. SE bridge, known as the East Side Crossing, over Hwy 10 that connects the east and west frontage roads
- New sidewalks and neighborhood trail connections provide safer pedestrian and bicyclist options
- Updated traffic signal systems at Hwy 23 and Lincoln Ave. SE, Hwy 10 and E St. Germain St. and Hwy 23 and E Division St./14th Ave. SE
- Replaced or repaired underground drainage structure and city utilities
- A new noise barrier wall along the south side of Hwy 23 east of 14th Ave. SE
Through November, crews will continue to complete work along the project. Motorists may encounter periodic lane or shoulder closures. Traffic signal systems will also be monitored and adjusted.
