D6 - I-90 and Hwy 52 interchange: 2024-2025 construction
Median crossover lanes
Much of the work taking place this construction season at Interstate 90 and Highway 52 southeast of Rochester will set crews up to begin work promptly in spring of 2025.
Even so, here's a rundown of work that will still be taking place this year along with traffic changes that are planned beginning this week.
- The eastbound I-90 lane closure will be removed
- The westbound I-90 lane closure will be relocated just west of the bridge over Hwy 52

The flyover ramp site has additioanl soil on it to help compress and compact the ground underneath it in a timely manner.
This method is know as "surcharging" and it uses weight of additional soil to compact the ground underneath so that it is fully settled in time to begin building the flyover ramp.
The flyover ramp surcharge will stay on for approximately seven weeks. The settlement is measured in several locations and then analyzed to determine the rate and when sufficient time has elapsed to remove the excess soil being used for compression weight.
Looking at this photo above, you can see the I-90 eastbound bridge. That bridge will be lengthened about 50 feet to make room for the flyover ramp construction, which begins in spring 2025. Looking at the photo below, you can see how this will bring southbound Highway 52 traffic up and then left over the northbound and southbound Highway 52 traffic.

Looking ahead:
- Grading work in the northwest quadrant will start this week
- Box culvert work for the new eastbound I-90 on-ramp will start in 2 weeks. It's expected to be completed in mid-October
Over the winter, motorists will note that the concrete barrier will remain in place along the shoulder for southbound Highway 52.
Major changes to traffic will take place during the 2025 and 2026 construction season. Be sure your friends and family are signed up to receive updates. Pass this email along to them and encourage them to take 10 seconds to sign up and stay informed.
Safety in work zones
Motorists should always be prepared to encounter traffic changes when approaching work zones including lane closures, lane shifts, uneven road surfaces, slow-moving heavy equipment and slow or stopped traffic. To keep everyone safe, drivers must:
-
Obey posted speed limits. The fine for speeding in a work zone is $300.
-
Drive undistracted. Avoid using cell phones, mobile devices, adjusting the radio – even eating –while in work zones.
-
Move over. Give workers room to safely complete their work.
-
Know before you go. Get real-time information about traffic and road conditions at www.511mn.org or get the free 511mn smartphone app at Google Play or the App Store.
-
Be patient. Expect delays, especially during peak travel times.
-
Do the zipper merge.
- Avoid making unnecessary lane changes.
- Never enter a road blocked with barriers or cones.
